Car Tax Relief % drop: 2011 vs. 2012

my "car tax" went up about $50 from last year....I called the Loundoun County Treasuer office and they told me the "car tax relief" went from 58% to 51%, hence the slight rise in tax on my vehicle. My mileage increased another 15k miles (as of 01/01/2012). Hence, I don't know how my vehicle "appreciated" in value, even with the slight drop in the tax relife percentage.

Can someone verify this, with regards to the car tax relief percentage?
