Propane Grill Tanks

Hey, just curious...does anyone else know that when you exchange a propane tank for your grill (or whatever) that you don't get a full tank? I did a little research and found that the place that actually FILLS your tank fills it to 80% full, which is 20# (pounds) of propane. The tank is designed to safely be filled to 80% and hold 20 pounds of propane, but for some reason when you exchange it, like at the home depot or whatever, they only give you 15 pounds (in little letters at the bottom of the wrapper). Hmm, I wonder what that reason could be...kind of a rip if you ask me, especially when I have to go back more often...! PropaneTaxi advertises that they give you almost 15% more because it is filled to 17 pounds; from my point of view they are giving me 15% less because they are SHORTING me also, just not as much. Also found that FAIRFAX PROPANE, who fills it while you wait can give you credit if your tank is not empty; good luck with that at the exchange place! I just feel better having an actual propane expert look at my tank instead of the usual grunt that really doesn't know too much about it and besides, I don't want to contribute my NEW tank to some other yuk who exchanges his old crappy one. These guys actually have lots of grill parts and seem to know what they are talking about too. Anyway, that's 5 exchange tanks (assuming they actually have even 15 pounds in them) instead of 4 at Fairfax Propane AND I get to keep MY tank. I don't see too much about this and just wanted to pass on the info...
