McLean-based developer Cedar Hunt Development-Loudoun LLC is offering as a proffer the paving of Bull Run Post Office Road should supervisors approve their rezoning request to build 355 single-family homes and townhomes in the area.

The proposed proffer has left many residents who are worried about their children traveling on the unpaved road singing the developer’s praises.

“The roads connecting our communities are anything but healthy roads. Healthy communities shouldn’t be linked by unhealthy roads,” said resident Ann Crampton.

Bull Run Post Office Road connects traffic to Route 29, but the gravel has proven dangerous for motorists, residents said.

“… That’s a very dangerous road unpaved. There are some sharp turns,” said Kathy Warrick of South Riding.

The developer is asking to rezone 190 acres south of Braddock Road, west of Bull Road Post Office Road and east of Gum Spring Road in order to build the mixed-use community.

If supervisors approve the rezoning requests, the builder would construct 215 single-family homes and up to 140 townhomes on the property.

Also included on the site will be 23 acres for public use, which currently is being considered to house an elementary school, 5.8 acres for a child care facility and 9.5 acres for a community center.

The site, at one time, was considered by Loudoun County Public School officials for the location of a high school, said Brad Kline, general manager for the developer.

The developer has proposed two proffer options should supervisors approve the rezoning application, according to Marchant Schneider of the Loudoun County Planning Department. One option is to construct a $3 million two-lane section of Bull Run Post Office Road from Braddock Road south to Cedar Ridge Boulevard. The second option would be to build a $3.2 million two-lane half section of Loudoun County Parkway which would extend from Braddock Road south and terminate at the property line near Fairfax County.

However, the potential for a paved road wasn’t enough for some residents, who said they were worried that a new development would only contribute to an already gridlock-plagued Braddock Road and Route 29.

“I am not here to advocate no growth, but I am here to urge you to stay the course, use the policies that you’ve very carefully considered and put into place for developments of this kind,” said Duane Baker, a resident of the Cedar Crest neighborhood. “… A development of 355 homes will in fact have a very severe negative impact on the traffic through my neighborhood.”

Others opposed to the development said there were simply too many unknowns for supervisors to approve the rezoning request.

“Our concerns are the unknowns. We have traffic impacts that we haven’t discussed and easements that haven’t been address properly,” said resident Douglas Johnston.

Supervisors on May 9 voted to send the developer’s request for rezoning to the county’s Transportation and Land Use Committee for further review.
