The first 2011 financial disclosure reports have been filed in the Board of Supervisors campaign and there is a new face leading the race to collect funds.

Typically, the candidates for the chairman's seat would lead the pack in campaign contributions, in large part because they run countywide campaigns. This year there are three candidates. As expected, incumbent Scott K. York, the Independent who is seeking the Republican nomination this summer has the largest war chest, with $47,508 on hand according to the filings; he has raised $25,000 so far this year. His GOP challenger Steve W. Stockman, who entered the race two weeks ago, was not required to file a report. Democrat Thomas Bellanca collected $17,952 since Jan. 1 and reported $16,862 cash on hand.

Another candidate typically found to be leading in the fundraising category is Supervisor Eugene Delgaudio (R-Sterling). He has collected $10,153 so far this year and has $37,056 in the bank to support his re-election bid. Democratic challengers Alfonso Nevarez and Daniel M. Lloyd face a significant hurdle reporting cash on hand of $7,135 and $513, respectively.

The 2011 fundraising leader to date is a political newcomer in his first bid for public office in Loudoun. Ralph M. Buona has collected $34,505 so far this year in his Republican campaign to be the supervisor for the new Ashburn District. He reports cash on hand as of March 31 totaling $26,659.

In the 2007 board elections, district candidates spent an average of $75,000 in their campaigns.

Raising the most, and spending the most, didn't necessarily translate to success at the polls, however. In four of the eight races, candidates who outspent their opponents lost on Election Day. That trend was most evident in the chairman's race where Republican Michael J. Firetti outspent York $400,356 to $189,602, but garnered only 44 percent of the vote.

In total, nearly $1.8 million was spent on board campaigns in 2007.

Here's a closer look at the campaign filings submitted this month as published by the Virginia Public Assess Project, which tracks the reports.

Chairman: Bellanca's top contributors include World Tower LLC in Manassas ($2,112), Dulles Corridor Real Estate Inc. in Aldie, which he owns, ($1,833) and Joe Bellanca of Malvern, PA ($1,000). York's top contributors this year include: Thomas A. Moorehead of McLean ($5,000), John B. Wood of Ashburn ($4,550), Charlie Whitlow of Ashburn ($3,000), William A. Hazel Sr. of Broad Run ($2,000), Brian A. Sears of Annapolis, MD, ($1,500), VIP Baseball ($1,500), Reston Limousine Service of Sterling ($1,000) and Joe V. Travez of Falls Church ($1,000).

Algonkian: Republican Suzanne M. Volpe has filed to run, but was not yet required to file a disclosure report. No Democrat has filed to run in the district.

Ashburn: Buona's top contributors include: Chris Buona of Ashburn ($3,000), Telos Corp. of Ashburn, his employer, ($3,000), Scott Hamberger of Ashburn ($2,000), Kitty Saylor of Leesburg ($2,000), John B. Wood of Ashburn ($2,000), Frances B. Craig of Ashburn ($1,000), Mark Kelly of Newnan, GA, ($1,000), Doug Satterwhite of Sterling ($1,000), VIP Baseball ($1,000) and Suzanne M. Volpe of Sterling ($1,000). Democrat Valdis Ronis has raised $12,112 in 2011 and reports cash on hand of $6,954. His top contributors include: Mulvanny G2 Architecture of Bellevue, WA, his employer, ($3,000 cash, $1,100 in-kind) and Adam Volanth of Sterling ($1,000).

Blue Ridge: Incumbent Jim Burton (I) has raised $250 this year and reported $4,773 cash on hand. He received one donation of $100 or more (the threshold for requiring public disclosure of the donors)-$200 from John W. Payne of Purcellville. Republican Janet Clarke reported cash on hand of $3,527 and contributions of $500 each from Anthony Jasinski of Bluemont, Jonathan Redgrave of Aldie and Valley Energy of Purcellville.

Broad Run: Independent Clifford J. Keirce has filed to run in the district but was not yet required to file disclosure reports. Democrat Andrea C. McGimsey, currently the Potomac District incumbent, reported $4,127 cash on hand and nine cash contributions this year, including Sanjay Bee of Sterling ($500) and J.P. Lube of Fairfax Station ($500). Republican Shawn M. Williams reported cash on hand of $5,437, including a self loan of $5,000 and a $1,000 contribution from Melvin D. Satterwhite Sr. of Sterling.

Catoctin: Democrat Malcolm Baldwin reported $2,030 in contributions, including from David Wiseman of Lovettsville ($750), Pamela Lane Baldwin of Lovettsville ($500) and Malcolm Forbes Baldwin of Nokesville. Republican Geary M. Higgins reported contributions of $4,825, including from Robert Higgins of Gaithersburg, MD, ($2,000), B. David Roberts of Covington ($1,000), Friends of Warren Geurin ($500) and Kathryn E. Koblos of Waterford ($500).

Dulles: Republican Matt Letourneau raised $1,245 so far, including a donation of $1,000 from Norman C. Letourneau of Winchester. Democrat Larry Roeder Jr. reported contributions of $7,633 during 2011 and cash on hand of $2,078, including $700 from Bruce Smart of Upperville.

Leesburg: Incumbent Democrat Kelly Burk reported $7,385 in cash contributions, including from Debbie Reiger of Purcellville ($1,200) and Kitty Saylor of Leesburg ($1,000). Republican Ken Reid was not yet required to file a report.

Sterling: Delgaudio reported $10,153 in cash contributions since Jan. 1, including from VIP Baseball ($1,000), Josh Whitlow of Ashburn ($1,000), John D. Buhl Sr. of Vienna ($500), Roy Johnson of Sterling ($500) and David Ramadan of Chantilly ($500). On the Democrat side, Lloyd raised $784 and spent $270, with his largest contribution from Patricia H. Morrissey ($510). Nevarez raised $5,635 and reported cash on hand of $7,135. Large contributors included Thomas M. Beres of Sterling ($1,000) and Stevens R. Miller of Sterling ($540).
