VDOT and landscape destruction

I can hardly believe what I am reading in the papers these days about VDOT trying to remove the landscape trees in the road medians (Loudoun County Parkway) "because it is just too hard for them to mow around them!"

With NOVA their favorite money-gushing cash cow, is it greed or stupidity that is the driving force behind their lack of the ability to buy specialized smaller mowing equipment that fits in the medians around the trees?

I guess with this kind of zombiesque thinking, does it mean that they will soon be burning down peoples houses because it is "too hard to figure out a way to build their new roads around them" in the future?
