Dulles Town Center Development Plan Advances To Final Vote

By the end of the Board of Supervisors' work session on the Lerner Corporation's proposed revisions to the Dulles Town Center development plan Wednesday little had been altered, clearing the way for a final vote on the project during the board's next business meeting.
The last outstanding issue remains the phasing of the Parc Dulles II section of the dual application, with county staff members saying they were concerned that the residential component would be developed too far ahead of the commercial elements. As written now, the development conditions would allow the construction of 400 residential units once zoning permits have been issued for 28,000 square feet of commercial space.
The developer's representatives said they would be willing to discuss a lower phasing cap for the residential section. By the time the board meeting ended at 4 p.m. it appeared there might be a resolution to that issue, but details about any changes were not immediately available.
During the work session, county supervisors agreed informally to several requests from the applicant with which county planners had raised concerns. Among those were the allowance of 6 percent civic space and 15 percent open space, when county plans calls for 10 percent of each. The developer noted that there is an additional 2 percent of the floor area ratio proffered for civic space, and it is proffering 50 percent more open space that required.
Lerner also has agreed to extend its shared-use trail along Atlantic Boulevard north across Rt. 7 to McPherson Circle in CountrySide. There also is a reserved area for the grounding of a future pedestrian bridge over Rt. 7.
Staff members also raised concerns about the land use for the Parc Dulles II application, noting the Rt. 28 Tax District does not allow for residential development, even though the recently approved Rt. 28 planning policy changes envision multi-family residential development in a mixed-use setting. Lerner representatives argued that the location is not ideal for keynote employment, or Class A office buildings, because of its location far away from the fronting of Rt. 28.
The proposal to modify earlier approved development plans for the Dulles Town Center property at the Rt. 7/Rt. 28 interchange was first submitted in 2002. The application was resubmitted in 2007, followed closely by the application for Parc Dulles II in 2008.
The applications are being reviewed together and would allow for 1,230 multi-family units and up to 5,407,800 square feet of office, commercial and retail uses on the northwest side of the Dulles Town Center mall, and 117,000 square feet of office and commercial uses and 445 multifamily units in the Parc Dulles area on the southeast portion of the site.
In addition to the residential, office and commercial uses, the Dulles Town Center proposal includes 7.7 acres that will be dedicated to the county for a public park, the construction of a Mass Transit facility and the construction of a 300-space commuter parking lot.
The applicant has asked for final action on the applications before the board takes its month-long recess in August.
