State to bump up funding for Metrorail extension

Virginia officials have agreed to commit an additional $150 million to the Dulles Rail project, according to Loudoun County Chairman Scott York (I-At Large).

York’s announcement came July 6 as supervisors discussed whether or not to accept a recent mediated proposal by U.S. Transportation Secretary Ray LaHood that would drive down overall costs of the Metrorail extension by more than $1 billion, but would add $135 million to the total Loudoun must pay toward the project for construction of three parking garages.

Loudoun supervisors made no decisions on the transportation secretary’s proposal, instead opting to return July 19 for a final vote.

LaHood, who has been leading talks between Loudoun, Fairfax, Virginia and MWAA officials, has asked for an answer on the proposal by July 20.

York said the state’s commitment of $150 million would go directly to MWAA to help fund the multibillion dollar rail project.

State officials also have indicated that they would look at giving MWAA a longer lease on the Dulles Toll Road, which would help reduce fares that are expected to soar to $10.75 for a one-way trip by 2023 should negotiations to lower the project’s cost fail, the chairman said.

There may be additional cost saving opportunities from the state that have not yet been identified, he said.

Local, state and federal elected leaders have been in a heated debate with MWAA’s Board of Directors since March when they announced they wanted to build an underground Metro station at Dulles Airport.

Fairfax and Loudoun supervisors had endorsed an above-ground station, which would cost about $300 million less to build.

Part of LaHood’s negotiated proposal to lower the project’s cost is that MWAA agree to build an above-ground station at the airport.

In the last six months, the total cost of Phase 2 of the Metrorail’s Silver Line to Dulles increased from the original $2.5 billion estimate to $3.8 billion.

As a result, Loudoun and Fairfax County supervisors have discussed whether to pull funding from the project.

Under the terms of a 2007 financing agreement, Loudoun County is responsible for 4.8 percent of the total project; Fairfax County is responsible for 16.1 percent; and the airports authority will pay 4.1 percent. The other 75 percent was to come from federal and state funding, as well as Dulles Toll Road revenues.

Should Loudoun opt out, the rail extension would stop at Dulles Airport rather than continuing on to Routes 606 and 772.

Loudoun government leaders said July 6 that Loudoun likely can’t afford to pay an additional $135 million to build three garages without help from state and federal loans in conjunction with public-private partnerships.

Supervisor Jim Burton (I-Blue Ridge), chairman of the county’s Finance and Government Services Committee, said he would like to see statistics on how much revenue other parking garages along the Metrorail generate before making a decision.

“It would be useful to have some real data on how they perform now … If we can work our way through this parking garage thing … the rest of the package is very attractive to me,” Burton said. “I don’t want to get stuck with a bill on three parking garages that may or may not work.”

However, Supervisor Eugene Delgaudio (R-Sterling), who has been an outspoken critic against Loudoun’s contribution to the Metrorail project, said he’s still not swayed.
“I believe the cost is too high, still,” Delgaudio said. “Our jobs is to build schools. We’re not required to take that money … and then throw it out the window on some boondoggle ...”

Delgaudio said he’s repeatedly asked for information on how Loudoun would be affected should elected leaders decide to opt out of the project.

“We’re looking still for what happens if we say no,” he said.

Tonight, after a long day of fighting the Radical Homosexuals, I just feel exhausted.

Beaten down, wrung out, and worn to the bone.

The Homosexual Lobby is more intimidating than ever.

Last year, President Obama rewarded his backers in the Homosexual Lobby and forced their perverse lifestyle on our armed forces by repealing Don’t Ask, Don’t Tell.

And just three months ago, he abandoned his post when he announced he would not do his job and defend the Defense of Marriage Act in court.

But then, when I thought it couldn’t get any worse, Barney Frank and Jared Polis, themselves openly homosexual congressmen, announced a renewed commitment to passing the Homosexual Classrooms Act.

And that's only at the Federal Level...

The Radical Homosexuals are running roughshod all over the states as well.

California voted to force schools to make lesbians mandatory role models for school children.

And just two weeks ago, New York State voted to institutionalize homosexual marriage and force it upon every single pro-family, pro-traditional values New Yorker.

I see the Radical Homosexuals every day. They dare me to stand in their way. They laugh and brag that they have the power to pass any legislation they want.

Now with pro-homosexual Democrats still in power, the Radical Homosexuals say nothing can stop them.

I wonder if Sheila and the children should be here. It wasn’t all that long ago that I had to send my family away to a safe house.

What does it say when a ruthless adversary would rather attack my family than face me? I’ll never forget that.

My friend, without your support during this time, I’m not sure I will be able to manage things.

I know God has not given up on our families. I won’t either. I pray for your encouragement.

Never have the Radical Homosexuals and their allies been so vicious, so powerful, and so well-financed.

They have been strolling through the Halls of Congress handing out campaign contributions like sweet candy, and even some so-called “conservative” Congressmen have taken the bait.

It is just sad to watch. And believe me: People are watching.

When Congressmen and Senators see the power and riches of the Radical Homosexuals, they get tempted. You’d be surprised by how many politicians are already bought and paid for.

They have their allies in most of the key positions in the Senate and White House, and the radical Homosexuals are moving rapidly to pass their perverse agenda into law.

Just a few weeks ago, Nancy Pelosi told leading homosexual activists that repealing Don’t Ask, Don’t tell was just the beginning. She vowed that it was not “just one or the other” and that passing the Gay Bill of Special Rights would no doubt follow repealing Don’t Ask, Don’t Tell.

Like serpents with apples, the Radical Homosexuals are in the shadows, making deals and issuing threats.

And those who ignore their siren call are risking their political lives.

My friend, I see what is happening, and I am afraid.

Because when I return home from work long after midnight, I feel like I am trying to hold back the forces of the tide.

This is a time when, if we are not careful, everything we have worked for could fall apart. I am speaking to you from the heart, my friend.

This time, we are facing an enemy who is riding high, and hungry for victims.

And they’ll have their fill if we don’t act: Gay Bill of Special Rights, along with the Homosexual Classrooms Act and a host of other Radical Homosexual legislation are in line for votes.

But I am nearly at the breaking point.

So I am coming to you, asking for help like never before. I am asking you to put it on the line for what we believe in.

I am asking you for the strength to carry on.

Will you contribute $30, $20, or even just $0 today?

Because what we are doing has never been so necessary, so important. And never have the odds been so stacked against us.

At the beginning of this note, I told you how down and tired I have been.

And it’s true.

But when things are at their worst, when I just can’t take another step, I think about what Barney Frank, Harry Reid, Jared Polis, Tammy Baldwin and all the other pro-Homosexual congressmen and senators want to do to America.

I think about the Gay Bill of Special Rights and what it will do to religious freedom and our children’s safety.

My friend, this is the same bill we’ve been fighting every legislative session for decades.

And now pro-homosexual Democrats are even more determined than ever to pass it.

The repeal of Don’t Ask, Don’t Tell has already been jammed through Congress and leadership has vowed to pass the Gay Bill of Special Rights as soon as possible.

And unlike past years, we cannot count on a White House veto. President Obama acts as lap dog for the radical homosexual lobby and pays them off at every turn.

In his State of the Union address, he pledged to repeal Don’t Ask, Don’t Tell and push other pro-homosexual legislation through Congress. He’s stayed true to that promise...

I know the Homosexual Lobby will stop at nothing. And I see what their victory will do to the families of America.

When I’m exhausted, I reflect on how I will feel if I don’t do everything in my power to stop them. I would never be able to forgive myself -- or look my children in the eye.

And then, from somewhere, I get the energy to carry on, to go forward. And I rejoin the battle.

So now, I am coming to you.

The simple truth is that I can’t do this alone.

So you now have a choice to make.

Will you join me in taking a stand by making a generous contribution of $30, $20, $0?

You and I have a chance to make history, to stop the Radical Homosexuals just as everything seems lost. No one thinks we can do it.

Some “official” Washington conservatives have already given up. But I will not compromise.

I will not “cut deals” with the enemies of the American family.

Never. Under any circumstances.

I will do what is right, and I will always keep my promise to you.

We may lose a fight or two, but with you standing with me, I know we will make it in the end.

And now the rest is up to you, for our financial situation is incredibly delicate.

As you know, we have never had the financial resources of the Radical Homosexuals.

We don’t have the limousines, the plush offices, the tens of millions of dollars from the Hollywood elites or the tax dollars that they have at their disposal.

But that’s fine.

Because I have always said that with family, faith and hard work, we can move mountains.

And in the past, we’ve done just that.

But now, we are dangerously low on money. And without an emergency gift from you today, our work will be in serious jeopardy.

So can I count on you to make a special, one-time gift to my office?

If you could send $1000 or $500 right now, it would really make a huge difference.

Things are so serious that I don’t know what to do -- except to turn to prayer and to you. So please, give what you can.

These two pieces of legislation will force perverse homosexual lifestyles on our schools, churches and military.

And with Justice Kagan on the Supreme Court and in the back pocket of the Homosexual Lobby, pro-family Americans can be assured the Homosexual Agenda will be imposed on America via judicial fiat.

I have devoted everything I have to this battle and, at times in the past, risked my life. My family has made many great sacrifices too.

You have trusted me, sacrificed to keep our work going, and I will never forget what you have done. Thank you, and thank God.

This is our time to stand tall!
