Village West Vandalism

VA License Plate JJL9638 - Late model, 4-door sedan was used by a group of teenagers or young men to leave from Village West homes at/about 2:45 AM, Saturday morning. They had been in the back yards of homes. They were confronted by a homeowner, but ran. The Police were notified. Do you know who owns this car?
