is this city fake and in a movie or tv show? Lookalikes?

Hey, is this a fake city? Seen look a likes, some buildings look like sets, some of the restaurants or stores have people who always want to do improv or something. "Acting" unusual. Some people seem like straight up robots, like the way they talk or react to things.

Notes so far:
the Walmart - oakton - every other visit somebody is tying to make a scene yelling at somebody

the behaviorally health clinic tv is playing a loop on their TV of DVD trailers of I am legend and Firefly. Told for the last five years - what

the McDonalds next to the kabob Friends restaurant is always playing friends on their tv. The pawn shop on route 50 is always also playing friends.

Viginia beach some of the places look like sets.

Anything weird happen to anyone else?
