McLean Shell inspector clueless

Tok my car to McLean Shell near Safeway on Chain Bridge Rd today for an emissions inspection. All the long time people gone. Arab guy who did inspection clueless. Passed me okay, but I see he got the wrong car!! Wrong VIN. Can't renew registration. Suspect this is in part due to DMV not sending out registration forms anymore, so that someone can take the number off of it. But he could've looked up the license plate I suppose. Seeing this a lot nowadays.
