Psychiatric/Drug Facility in houses across from McLean High School

Anyone know more about this? I heard Davidson Road and over by Franklin Sherman Elementary School as well. Are there other locations as well? It seems there is little information about how this happened. Is this a zoning issue? Does the high school know? Is McLean prepared for the traffic?
