recycle bins and coupons

So I've been relieving my neighbors of the unwanted coupons that they leave in their blue Fairfax County recycling bins. My husband says the paper might belong to the County once the paper is put into it. Is there an ordinance against removing things from the recycle bins?

Nope.
Once trash or recycle bins have been placed at the curb you can remove anything.
