Does anyone have info related to a recent year model, Black/Dark Gray Dodge Charger with the VA personalized plate "Mukhtar"?

This car has been driving slowly around several townhouse parking lots in the Franconia area recently, seems to be looking at cars and houses. When I saw the car it was too dark to get any decent description of the driver other than most likely male
