Anyone know what thats for? Its the shoulder lanes (in parts) travelling east from around Exit 57 to Exit 62. No clue what purpose it serves.

That's not paint. It's the blood of countless drivers who pulled onto the shoulder to change a tire and were subsequently struck by other drivers.

It is to indicate that the lanes are not normal travel lanes.

I noticed that over the weekend as well. Seems like a good use of tax payer funds.

"cvhk" is correct. Recall that prior to the road being resurfaced within the past year, the "regular" lanes were paved in concrete (white pavement) and the shoulder "lane" was paved in asphalt (black pavement) to help underscore to drivers that the shoulder "lane" is not a regular lane. The red "X"/green arrow lights are supposed to do that as well. Both ideas came from VDOT's bad experience with using shoulder lanes on I-95 in the early 1990s. The shoulders there were the same color pavement as the regular lanes, had a solid line separating them, and didn't have the special lights; rather, they had big white signs stating the rules. The signs didn't help in the end because some guy whose car broke down stopped it on the shoulder during the time of day when it was not supposed to be used as a lane. He was then killed when a truck that was using the shoulder illegally ran into his car.

Is there a legal way to run into a car?

I'm actually surprised there aren't more deaths from stranded motorists on I-66. Perhaps since so many NOVA-ists insist on driving hyper-reliant slope-made cars and kraut-mobiles they aren't as many breakdowns as there used to be. I am always amazed at how people just motor down the shoulders during red X periods. It's fun riding next to them and watching them approach a motorist pulled over and then they shake their fists and bang their steering wheels as if to say, "What the fuck? Why are you stopped in the shoulder of all places? I'm DRIVING here!!!" Good times...

Ok thats what i intiially thought, but in that case why is it not painted the entire way? its only in chunks near the jersey wall separating the Exit weave lanes.

Because they are acceleration/deceleration lanes for exits at all times. The coloring is supposed to clearly delineate the parts of the shoulder lane controlled by the lane control signals.

The "red" lane only appeared in the past month or so I believe, and coincidentally runs the length of I-66 where the mystery double-white line on the HOV lane popped up along the 123 exit.

So now we have two new highway features that no one knows exactly what they are for or why they are there. Speculation abounds, but why there and not anywhere else is my main question.

Taken from WTOP:

WASHINGTON - There are gong to be some lane changes on I-66 this week that are supposed to make traffic move more efficiently.

Work crews have been have been putting double white stripes on the High Occupancy Vehicle lanes on I-66 at the Route 123 and Nutley Street interchanges.

Those double white lines mean motorists will have limited access into those lanes. The Virginia Department of Transportation says a recent study indicates weaving back and forth between the HOV lanes slows down traffic. Now drivers will only be able to move into the HOV lanes where there's a break in the white lines -- even when HOV restrictions are not applicable.

There's also work being done on the shoulders of the highway between the Beltway and Route 50. A new high-friction surface coating is being laid down on the shoulders so they can be used as a traffic lane during rush hours.

The shoulders will be open to traffic from 5:30 a.m. to 11 a.m. eastbound and 2 p.m. to 8 p.m. westbound. VDOT says the coating is the color of red clay, which will help differentiate these part time lanes from the regular lanes.

There will be an overhead sign with a red "X" or a green arrow to let drivers know when that lane is open or closed.

VDOT is going to monitor both the double white lanes and the shoulder lanes to see what kind of impact they have on traffic flow and safety.

The work is part of a $48 million pavement project for I-66, which is scheduled for completion in November.
