Updates on the Fairfax Circle redevelopment project as of January 4:

• 9444-9500 Fairfax Boulevard — The approved mixed-use redevelopment at Fairfax Circle Plaza Shopping Center is under permit review. The property owner still is securing financing for project and finalizing a lease with anchor grocery store.

Any updates on this? Sounds like its a financing hang up. Wonder if the county picked a bad/not qualified developer or if construction delays are due to "unforeseen issues". Either way its a screw up on someones part. All those stores closed for months now, displacing the people who worked there. The shopping center is a shuttered dead mall now. Which is ironic because its' on land in a heavily trafficked area. Wonder whats going on.

That is very funny because it will be an empty space within 5 years of opening, if it indeed ever does. The mainstream markets have a huge problem that they are going to have a hard time solving. Their stores are not conducive to a lifestyle type store in which it is a sort of entertainment, are extraordinarily expensive compared to other stores like Aldi which have different cost structures and they are all unionized which restricts management's ability to mange their employees. It is not what Fairfax City would want but they would have been wise to recruit a Lidl store for the site because they are entering the area. It would probably create as much foot traffic but would not have taken up as much space.

It could be that Lidl doesn't place stores in that type of development, like Wegmans. It may do well with the people who live near it who don't want to go to Safeway, Shoppers, or Trader Joe's. Plus it's right on 50, so people can stop on the way home from work.

It's going to make the traffic at Fairfax Circle even worse. Can you imagine? Those idiots visiting Chick-fil-a plus the new traffic from the retail and residents across the street?

WASHINGTON — Giant Food will anchor a mixed-use development at Fairfax Circle in the City of Fairfax, Virginia.

Scout on the Circle, on Fairfax Boulevard at U.S. 50 and U.S. 29, will include the 54,000-square-foot Giant, an additional 29,000 square feet of retail and 400 apartments.

District-based developer Combined Properties received the Fairfax City Planning Commission’s approval in early 2016 for the project. The lease agreement between Combined Properties and Giant will accelerate construction of the project, now expected to break ground late this year or early next year.

“The City of Fairfax is very pleased that Combined Properties has this lease agreement with Giant Food for a store at Scout on the Circle,” said Fairfax Mayor David Meyer.

“Combined Properties has a first-rate project that will become an iconic entrance to our community,” Meyer said.

“With the state-of-the-art Giant Food anchoring this exciting mixed-use development, Scout on the Circle is destined to be a premier property in the market,” said Combined Properties Chairman Ronald Haft.

Combined Properties, with dual headquarters in D.C. and in Beverly Hills, has developed 39 mixed-use properties in the Washington region and in Southern California.

The builder is CBG, Clark Builders Group, and we need the lease, permits and a joint-venture equity partner who’ll match the $25 million we’re investing before we can begin work,” said McIntyre. “You have a hole in your community, and we empathize with that. But right now, we are bleeding money and generating no revenue. So we’re very motivated to get this moving.”

He said their brokers “feel strongly that this is a very good project. We’ve already spent $6 million to $7 million to get to where we are today – not to mention the millions we spent paying off the debt. And because of that, this pushes it to the top of the stack for investment folks. We expect to identify that partner by August-September and then go out for debt financing. Then CBG can proceed [with the work].


So, they still don't have all the funding they need? I'll believe it being built when I see it!


REGARDING THE RESIDENTIAL COMPONENT, Project Manager Aisha Hill, Combined Properties’ director of development, said 6 percent of the apartments – all rentals – will be affordable housing. The retail will comprise grocery store, plus two other buildings with retail on the first level and five stories of residential above.

If Combined Properties is developing this project STAY AWAY from it! They seem to obtain properties that have fatal flaws which end up with a poor retail mix as well as some of the worst traffic patterns of developments in the DC region. In this case, I would project inadequate parking and total gridlock in the Fairfax Circle area. I think that these two characteristics have already been raised as an issue in the planning process.

Great, traffic will be worse than it is now. At least 400 residents plus people visiting the retail on the bottom equals a big headache.
