What are the rates for pre school in Fairfax county. My daughter is 4 and will be able to attend pre-school but my income is 35,000 yearly and my husband income is 37,00, But my husband has to pay a lot of his money on child support. We are looking to pay about $150 a month on preschool/day care

Add another zero to your number and you will be in the right ballpark. You can't even find a place to do it for $150 a WEEK.
You are either trolling or living in a fantasy land.

From personal experience, a church-based preschool is much better (and cheaper) than Kindercare.
If you can get your kid to pass kindergarten in private school, she can start first grade early. I learned too late that there is a relatively-lower age restriction on kindergarten than on first grade, which is based more on current capabilities.
I think you meant to say $150 per week and you may be able to find a family daycare for that much but I can guarantee you that any preschool or daycare center will charge you a lot more than that. If that is all you can afford, I suggest you look into family day homes licensed by the state or county to operate.
Good luck.
