Chemical Spill on beltway today, Tuesday?

Did anybody else drive through a very strong chemical odor on the beltway today around 1:40pm? It was on the inner loop between Braddock and Little River and even after changing the air conditioning to recirculate I'm still reeling from it an hour later. Headache, burning nose and throat, I use to pay good money to get a buzz a fraction of what this is... but in all seriousness, was there any notice of some kinda spill?

I was there when the spill happened, recorded the whole thing.
