Tae Kwon Do Instructor Indicted for Inappropriate Contact with Minors


West Springfield Police District – A local Tae Kwon Do instructor has been indicted on seven felony charges for his alleged inappropriate contact with minors. Police were contacted by the first victim in June 2011. During the course of their investigation a second victim was discovered.

Detectives determined the Tae Kwon Do instructor reportedly had inappropriate sexual contact with the first victim several times between May 2003 and January 2005. The victim was under 18 years of age when the incidents occurred. He reportedly had inappropriate sexual contact with the second victim in late 2008. She was under 18 years of age at the time. These incidents are alleged to have occurred at the Phan University of Martial Arts, located at 9566 Old Keene Mill Road in Springfield, and at the suspect’s home.

In October 2011, detectives served several search warrants and recovered additional evidence. On Monday, May 21, 2012, Quyen Vinh Phan Le, 38, of 6015 Larkspur Drive in Springfield, was indicted on seven felony charges: Four counts of Indecent Liberties with a Minor by Someone in a Custodial or Supervisory Relationship [18.2-370.1] and three counts of Possession of Child Pornography [18.2-374.1:1]. He was arraigned on those charges on Tuesday, May 22.

Detectives are not aware of any other victims. This disgusting pervert was about to open a second studio at Rolling Valley Mall, where some flooring shop recently closed. I was at that shopping center today, and I saw a "coming soon" banner with smiling children in karate uniforms on it. He's not there anymore. He left in April. His new location is at Rolling Valley Mall at th ecorner of Shiplet an dOld Keene Mill Road.
