Weird airplane around Dunn Loring/Merrifield/Vienna

Hey everyone,
Last week was driving out of Vienna into Dunn Loring/Merrifield, and saw the weirdest plane. It was flying slowly and low to the ground. It was a weird color (kind of a green/blue), with no markings. It looked like it was an older plane, and it had a round thing on top. This was last week, two different times during the day, on two different days.
I had assumed that this plane was doing the Moth spray for the Fairfax County. But when I called them yesterday to ask when they were going to spray, they told me they used a helicopter to do it.
So, now I ask you all -- what the heck was that plane? And did anyone else see it?

or maybe just ffx pd going up market - the signs do say speed checked by aircraft ;)
they're also popular for detonating IEDs and opening garage doors

So what prize do I get for guessing right first?
When I was stationed in Japan I saw them daily. Driving literally through the flightline to get to work was sort of a cool experience. The JASDF (Japan's 'Air Force') used all-white ones with the single red dot on the fuselage.
As for no markings, I would guess NSA, or some other agency. DEA is a good guess too.

Maybe it is not all that unusual, but there was a V-22 Osprey flying around the Pentagon and up the Potomac past Georgetown on Friday afternoon. I had never seen one in the air and it looked pretty cool...it was in 'vertical lift' mode.
I actually saw a B-17 bomber flying overhead the other day while driving north on Kings Highway late in the afternoon. It looked like it was leading a formation of two fighter planes, but I couldn't make them out at that distance. I actually pulled onto a side street and got out to make sure. Must be doing an airshow circuit.
