FAIRFAX, Va. - How bad is the economic situation in Fairfax County? That question is at the center of a debate of whether the county should tap its $100 million rainy day fund.
Connolly wants the county to buy foreclosed homes and resell them at lower prices as "work force" housing, The Examiner reports.

I think the mere idea of a "rainy day fund" is ridiculous. If the goverment doesn't have a plan, or a need, to spend money, it should NOT be collecting it as taxes. Period. If there's an occassional budget surplus, fine, roll it into next fiscal year. But, there is absolutely no reason whatsoever to leave $100 million sitting around waiting to be appropriated. It's a rip-off for taxpayers and is just an excuse for wasteful and unneeded spending.

how about they spend it on improving the infrastructure- extend metro, widen interstates, more interchanges. After all, more people will want to live here if its easy to get around

They now officially dub this as the "Silver Lining Program", and they think it will become a model for other jurisdictions. Evidently Prince William is considering a similar plan.
Sounds like a bunch of horseshit to me. If they wanna play "real estate agent" they should resign and pay the 179 bucks to pass the test and get a license.
