Korean, or no Korean, Todai is your best bet for sushi all-you-can-eat buffets around here. The seafood to rice ratio is the highest (nigiri), and the makki rolls are on par or higher with other buffet establishments. They have the widest variety of the aforementioned. They even have a small selection of cups of sashimi (albeit mixed in with mushrooms, etc...but no rice). All of the above, is for lunch. For dinner (more expensive) they even have more of a selection like crab legs, yellowtail nigiri, and so forth. Buffet-speaking, you can't beat this place.
If you go for menu items and a-la-carte, Todai then just becomes average. Hama sushi in Reston (Herndon?), and Sweet Ginger in Vienna are the best tasting IMHO.
