I think this story will be of interest to not only Fairfax Country residents but also those nationwide. It was posted a while back, but I have so much new information so I have corrected it here and am re-posting.

I have lived in Fairfax county for 23 years.

Are you aware that in addition to the rather noisy Fairfax County helicopters, there are very noisy surveillance planes used by The National Security Administration (NSA) used to collect cell phone locations and intercepted calls, broadband Internet connections, and misc. wireless communications for purposes of the all-encompassing "nat'l security". And in my particular case additionally used to purposely harass and intimidate.

It all started a couple of years ago when I noticed that many times when I arrived home from work (schedule changes so the times would differ) and there would be a unmarked white single engine plane circling my position for long periods. One day after it circled for about an hour I decided to take a car ride and determined that it was tracking ME. Long and short is that this occurred many times, and I would be followed and circled at locations very far away from my home, or from the original location, as sometimes it would sometimes start this routine while I was at a work site or friends house. Since this plane was not your normal single engine Cessna but what I will refer to as high performance (could rev. very high, tight turns, etc.) and had a rather unique sound and look, it was easy to detect and ID . Since I am NOT involved in ANY illegal activity this had me greatly puzzled and justifiably angry as well.

After many many calls and finding the right person, the FAA finally helped in making the positive ID on the NSA planes. Other evidence I cannot disclose here also confirms NSA as the origin of these planes.


I had observed this over a 2 year period and luckily it is now stopped (fingers crossed). At least the constant circling and following, I still get fly overs daily at approx. 7:20 am, 8:15am, and again at 9:30am. I usually leave for my electronic field service work at 10 am. There are random fly overs later in the day as well but not regular. I now have knowledge that the NSA has a blanket aerial surveillance program that is nationwide, so this surveillance is occurring everywhere, especially populated areas. I am probably just one of many innocent people that has had this happen. What is disturbing is that there was no effort made on the part of the plane to conceal their activity. Again, lots of low fly bys and hi revs and noise for everyone to enjoy for hours on end. The only purpose I could deduce was that it was meant to harass. And I made it clear by my open and visible videotaping in their cameras plane sight that I knew that I was their target of the harassment. Game up.

Additional note - sometimes a 4 prop higher altitude and 2 prop plane with the single prop are working in concert, as I have noted them together many times. . Only the feds and military use 4 prop, so I'm told. Also, the Fairfax police helicopter is involved too sometimes and there was close coordination, particularly on two separate occasions. This is evidence to me that the NSA is coordinating and sharing it's specially obtained information with local law enforcement.

So this is the price of living in Fairfax County. It used to be so tranquil n Burke, now it's sometimes like living in a war zone. My heart goes out to the people the NSA is tracking now, and I hope the ACLU gets off it's ass and defends those being harassed.

Ok, first off, if they wanted to intercept your calls and wireless stuff it would be a lot cheaper and easier to do so in a undercover vehicle. If you google Harris ___Tech it talks about police using it in squad cars.

Also, planes circle all the time around 66 and the beltway. Where do you live?

Was staying at the g/f place last night in Burke. Heard a strange flyover early this morning probably around 1 -3 a.m. Heard it but went back to sleep instantly. Sounded like a helicopter at very very low altitude or something that buzzed very very low. Interesting that the original writer said they live in Burke.

Medivacs to Fairfax Hospital, Fairfax 1(police/ems), and also the preponderance of military bases(ie. Quantico/Ft Belvoir-close), and others such as Andrews and Bolling not being far.

FBI and NSA (both part of Homeland Security ) use the same planes to do surveillance, this is slowly becomming a well known fact.FYI they use planes because they can move much faster than cars and vans and go places they can't.

This story reminds me of the radio caller who once said that marked NSA vans were rolling down his street with satellite dishes.


If it's really bothering you then file a police report, but don't mention "NSA", just note a low flying private airplane that's been causing trouble over your residence. If there is anything to it other than imagination, then use the legal route. Better yet, and as others have mentioned, what about video footage? If you have a schedule down, then I don't see why there isn't any documentation.

We have had some odd fly overs here in PA for quite some time. Mostly helicopters with some sort of vertical boom hanging below the center with a device at the end of the boom - probably about 8 feet below the floor of the chopper. My first impressions is that they are Google Earth out taking their pics, but as they have gone over the same area repeatedly I suspect something else.

Just an hour ago I was out walking my dog and a single engine fixed wing aircraft with a rather throaty engine flew over me at about 1000 feet. The plane had no underwing markings at all and was colored off-white. Not long after I got home a larger four prop plane flew over rather low and slow, also without identification markings under the wings.

I suspect that my neighbors who are gun nuts may be the object of interest. I actually found this article doing a google search on unmarked aircraft because I was interested in learning more. The FAA regulations I found clearly indicate that all domestic aircraft are required to display their registration markings under one of the wings and the plane I saw clearly had no markings under either wing as it was directly overhead at low altitude.

Postings regarding noisy small propeller aircraft circling some areas for hours at a time are accurate from my experience. I lived (for 20 years) a half mile south of Tysons Corner until recently...and it happened there at all hours of the day...for hours at a time...and was seemingly unrelated to traffic aircraft. I tried to find out more about the aircraft by contacting the FAA, flight schools, news networks, etc....but never got an answer. Two years ago I moved to Loudoun County just 4 miles NE of Dulles Airport...and assumed that due to heavy air traffic in and out of Dulles there would be no similar aircraft flying "on station" for hours at a time...but I was mistaken. It happens here all the time as well. In Loudoun I've only noticed single engine aircraft...while at Tysons it was mostly single engine aircraft, but sometimes twin engine aircraft. In government I was involved in the security and safety of extremely dangerous materials like explosives, toxic inhalation hazard chemicals and radioactive materials....so am not inclined to "chase windmills" or otherwise respond to issues in an emotional or hysterical manner. These flights are taking place...they result in an annoying drone over our neighborhoods...and no answers as to their purpose are easily available.

Everyone has a file about them. The only thing "illegal" that I do is smoke weed and I used to move a lot of pounds of it.. I'm pretty sure they'll put me under the jail for a fuckin plant that consenting adults choose to use. Fuck the police, politicians and feds that make theses stupid "laws". America is going to shit. Save your comments about moving somewhere else because the fact it that there are other options as to where to live more comfortably, both in the U.S. and abroad, which I'm definitely considering..

Lots of helicopter activity around 2:00 today in NW DC. Both the blackhawk and bigger VH-3D Sea King. Would be fun to do a timelapse of their routes etc with my DVR but feel nervous about doing that..

There is essentially NO private aviation (helicopters or airplanes) flying anywhere near Fairfax County. It has been permanently off-limits for many years now. Aircraft are not allowed to transit the area. Aircraft from Mannassas or Dulles or Leesburg must fly away west. Aside from jet airliners, basically all aircraft that you see or hear are Government, and most are federal.

Whether they are NSA, I have no idea. But I know they're not "private aircraft", unless you live west of Dulles.

There are basically no private aircraft (from anywhere) inside the blue circle on this map:

They are back in Burke with a vengeance. Flying low, many times a week. Haven't gone out to look at craft tho. They have gotten lower and much louder, at all hours of the night.

No on follows. That's the OPs issue.

OMG I KNEW I WASNT CRAZY.. my mind is racing I have so much to tell! This is real FOLKS!! come to Ft Meade Maryland and pay attention to the sky it's too obvious!!

I live by ft meade maryland and my father has worked at NSA my entire childhood. Everyday I leave my house there is a plane that will fly over me. Everytime I park at work, same thing.. plane flys over me. Fake southwest and american airlines planes.
I too also see the big 4 propeller slow moving miltary plane. And the larger 2 prop one. Today a small white cessena flew over my after I parked at work and turned on my phone. I have seen this same small white cessena with blue bottom all over the Annapolis/Crofton area, and it always seems to happen to fly directly over me. I have had the big 4 prop plane aim towards my location and fly directly over. Once flew over me the exact moment I exited a building I was in. (the cessena)Not to mention I saw the plane circling the building from inside the windows this day.

I have been observing these planes following me for the past 10+ years. At night they are easy to spot and hard to brush off that they are not following you. I turn in the road and speed up, the plane turns in my direction and always ends up above me... But NSA seems to not care and following people in these planes so low and nowhere near the runways all over Anne Arundel County. They have to realise that I can spot them since I will stop my car or turn in the direction they are traveling.. They don't care they follow people right out in the open, sad to think these people think they are so powerful they can do as they please. then again, what can you do??? goto the airport and complain? you'll sound like a lunatic.

EVERYWHERE I go, every intersection I'm about to approach a plane just so happens to be above. I guess everyone drives the same ways to work everyday, not hard to meet you in the sky.

Also this talk of numbers on the bottoms of wings? FAA regulation? I have never seen any kind of numbers or letters on these planes.

When I will see a plane in the distance I will pull over to the side of the road and the plane will always turn towards me and fly directly over me. This has happened countless times with family,friends,co-workers seeing the same things.

Did I also mention everytime anyone in my family arrived home a plane would fly over the exact moment? When I lived at my parents I started stopping at the bottom of my street before pulling in the driveway and could watch this like clockwork everynight.

When I get angry and rant to my friends and family the planes seem to get lower and more aggresive. I'm very close to killing myself as I cannot have kids since I will not dare bring a child into this world only to have them subjected to this kind of harassment.

I cannot enjoy anything, I cannot live the american dream, the planes following me have ruined my wife and I's life. and the sad part is I remember the planes as a small child back in the mid 80s... when we dropped my grandma off at the airport and parked at home I remember seeing and hearing a loud deafening plane fly over and looked up and asked my mom if that was grandma in there.

There is nothing anyone can do except share their experiances and ponder why. One can go crazy pondering the who, why, what. I don't know how much more of this I can take.

No. I travel for work and leave at random times everyday. Planes still above me everywhere I go all around the county, crazy as it sounds.

Happend today leaving my home. Low plane over my home as I sat in my car to leave, and again as I approach the exit of my neighborhood.
The planes always seem to have to point the exact bottom of the plane at my location. If it's not directly above me flying over it will turn off to the side but the exact bottom of the plane will always point directly at me.. sensors? cameras?

Of course everyone on the internet is an expert at everything and can explain every situation regardless if they have never experianced it.

Maybe you have a special gene like in the incredible hulk movie. They know when you were born there is something in you. Are you a good witch, alien, wolf, vampire? Have you tried to, walk on walk on water, levitate, fly, or, something else?
You may have some power you dont know of...their maybe a chip in your brain. Go to the library and see if you can find out who you are....you maybe more special than you think.

For a possible explanation, do a Google search on government surveillance of cleared personnel. They are now conducting real time surveillance digitally on everyone with a clearance and if your family member has a top secret clearance they have probably signed a statement allowing this to be done to them 24/7 or else no job. It is the fallout from the Snowdon affair. They are probably flying around now developing and perfecting their new surveillance tools as well as letting everyone with a clearance who is being monitored that there is no place to run and no place to hide.:

National Security Agency leaker Edward Snowden had skeletons in his closet that employee records systems apparently did not share with the NSA, raising the issue of whether cleared personnel should be under continual surveillance. Today, once an employee obtains a security clearance, agencies can perform follow-up investigations every five years or when derogatory information is discovered.

The New York Times last week reported that NSA missed complaints from Snowden’s former supervisor at the CIA about Snowden’s troubling work habits (the supervisor suspected the technician was inappropriately attempting to access classified files) likely because the systems managing employee clearances only documented major rule violations, not suspicions about personal behavior.

In September, former Defense Department Deputy Secretary John Hamre argued in the Washington Post that someone in Snowden’s position should be subjected to continuous, perhaps automated surveillance. Such ongoing scrutiny should apply to anyone with high-level clearances, including Hamre himself, he said.

Electronic surveillance of cleared workers is technically possible, according to computer engineers. Federal managers, for instance, could read alerts from spyware installed on an employee’s personal cellphone. But spying on the entire cleared workforce would be illegal — unless new federal rules are issued.

Today, the Fourth Amendment, Privacy Act and other civil liberties laws and regulations forbid tracking government employees outside the workplace.

Short of asking employees with high level clearances to waive their privacy rights, “the government simply may not conduct surveillance by wiretapping” or remotely activating the “microphone of personal cell phones or computers,” said Greg Rinckey, an attorney who specializes in military law and represents national security clearance applicants.

Snowden reportedly relied on an encrypted email service, called Lavabit, to hide his activities. The ex-NSA contractor now is wanted by the federal government for disclosing domestic surveillance secrets to the press. According to a Monday Washington Post story, Snowden leaked to the newspaper documents showing that NSA culls contacts from personal webmail and instant messaging accounts at a rate of more than 250 million lists a year, including many Americans’ address books.

Any future, authorized e-surveillance of cleared personnel would have to be performed with tremendous care, privacy advocates warn. Otherwise, the process could smear innocent employees or tip off the bad guys.

Most of the existing mechanisms for detecting potential insider threats are plagued by false positives and risk wrongful character assassination and other mistaken inferences, said Peter G. Neumann, a computer scientist for SRI International, a nonprofit research institute. He was sharing personal views, not those of his employer or any government agency he has advised.

“If someone is browsing on a subject that raises an automatic alert, that person might be trying to solve a crossword puzzle,” Neumann said. “If I get a wrong number on my cell phone or a fraudulent scam call, I am falsely linked with the caller, irrevocably.”

Computer formulas probably are not smart enough to sense that researching club drugs online out of concern for a child’s health is different from researching club drugs to find the best high. “Context is everything, and it is often ignored,” Neumann said.

He added that any digital surveillance should be conducted “very carefully, with serious oversight and open admission of what [employers] are doing.”

Openly admitting to employee surveillance, however, could introduce other security weaknesses. “What about the argument that if the government reveals what it is doing, people might be able to work around it?” Neumann questioned. If I am using cryptography because of corporate secrecy, does that mean I am hiding something? No, my employer might be insisting that I use encrypted e-mail.

And computerized surveillance alone probably wouldn’t stop the next Snowden. He was a system administrator whose job reportedly required accessing and moving sensitive documents. To combat such an inherent insider threat, the government could grant ultimate “superuser” access privileges to the director of national intelligence or other top brass.

But that move carries risks too.

“This is a huge slippery slope if the computer systems are already inadequately trustworthy,” Neumann said. And who is to say that higher-level authorities are fault-proof? He pointed to Robert Hanssen, a former FBI agent who sold U.S. secrets to Moscow. ”Hanssen had been given the task of finding the mole inside the FBI — which was Hanssen himself,” Neumann said.

Even cybersecurity experts note that machines would have struggled to detect philosophical issues that might motivate the likes of Snowden to expose classified information. Snowden has said he grew disillusioned with the U.S. government while working inside intelligence agencies.

Agencies must use “fine-grained access controls,” including a new two-person rule prohibiting system administrators from accessing key information without another authorized individual present, “as well as role-based monitoring to detect what your administrators are doing versus what they should be doing,” said Eric Chiu, president of HyTrust, a firm that helps organizations protect data flows over the Internet. ”This is the only way to prevent major breaches and data center disasters in an electronic and connected world.”

This thread is incredible. Anyone who says this isn't happening is retarded. I watched a documentary on the discovery channel about moonshiners in 2000. The law enforcement officers who were interviewed expressed how a 7 year investigation couldn't penetrate the moonshine ring. Laughingly someone in the interview said once we put a small aircraft overhead, within 3 weeks the entire ring, distillery, stash spot were found and and all members of the group were arrested. As I remember the people in the documentary were laughing at how stupid these idiots were for simply not "looking up".............. This made me have a simple thought... I am not going to be one of those idiots that doesn't include looking up in being aware of my surroundings. Jesus, this has led me to becoming aware of exactly what your talking about happening to me. I feel fucking insane at times!!!!! YOU ARE SO AWESOME whoever wrote the original post. This shit is real and annoying as $%^$. I am starting to see that this is designed to be annoying! There are stealth surveillance methods. Why so noisy and obvious!?

I live in Santa cruz, CA and the exact same thing has been happening to me for years. It has gotten worse until I did exactly what he did and drove way out the hell into nowhere. I am followed no matter how far I go..!?????? By multiple planes!

Just today I took a drive over 40 miles away up the coast and pulled over atleast a dozen times to re-assess where the planes are. Within 5 minutes I am greeted by 3-4 planes exactly as he described. Sometimes it's 1-2 and sometimes just the 1. Nearly everywhere I go if not EVERYWHERE.., Like it's my personal little spy dronw... There is obviously several planes tracking me, WHY? WHAT FOR, WHAT THE HELL DO THEY WANT FROM ME/US? Just ask and I will share you stupid assholes, i do nothing wrong... Why am I being hardcore spied on!?

I have tried to tell a few people but their consciousness is dumb as a pile of desert rocks. The ones who actually end up believing me are the type that believe hidden reptilian overlords run the government so that doesn't help much either.

I am very grateful for stumbling across this original article. THANK YOU.
I have been flipping the planes off lately but this just seems to encourage them.

WHAT IF ANYTHING CAN BE DONE TO STOP THIS CRAP?

Anyone who is laughing at this and thinks this guy is naïve. This shit is really going on folks. This guy has probably become paranoid from all the conspiracies he's looked into (it's hard not to)

There are small air crafts monitoring, recording, sucking data and info. It's some seriously fucked up Owellian shit but most people dont even notice or care at those point.

They came out and admitted it last year. So the tinfoil hat people were correct. Actually, anyone who flies out of the Manassass airport is probably aware of the aircraft and who operates them, and their flight patterns are on-line.

Im being followed by these planes all the time in phoenix. Not sure if they are FBI planes or NSA planes but every time I leave my house, I can always hear a plane towards me. Anyone have suggestions against this type of harassment?
