How does a non american citizen work for the CIA ?

I am a non american citizen living in the USA on a student visa. I have been fascinated with covert intelligence activities all my life.That fascination has grown ever since I first landed in the USA 5 years ago on a student visa. It has become my life's ambition to be a part of the intelligence community. I have done a lot of research over the years about the operations of the CIA. I came to a conclusion that joining the CIA could fulfill my ambitions. But, I am NOT a US citizen which is the prime requirement for even applying for a low level job at the CIA. I cannot change the fact that, I was not born in the U.S.

How else can I fulfill my dream ?

There is a reason why I chose to post this question here in this forum. I am expecting some genuine answers that could really help me. Thanks.

If you know a foreign language you could be used as a translator but honestly you wont ever be a CIA agent as a non citizen. Foreign operators are recruited by them but the cia finds them not the other way around for the simple reason you have no allegiance to our country and your loyalties lie elsewhere. Plus you would be viewed as a possible double agent.

Remember that if you want to work for American intelligence services, you have to have American interests in mind. That's why a citizenship is required. You must give up your native country's citizenship to become an American citizen. If you're not willing to do that then perhaps you should reconsider and look at intelligence agencies in your own country.

+1 Non-citizens have a hard time getting the necessary clearances - if it is allowed at all. I know of some citizens that have a damn hard time getting top secret because their spouses are not citizens.

And that would be step one. Thered still be no assurances of being hired since your trying to work at the place that has all of americas secret. Its hard to get cleared there and it should be look at the damage Hansen was able to do there.

Your best bet is to become a citizen and know languages that are in high demand there

Think about this one real hard. Why would any position involving national security trust a foreign national?


If you have such an unfulfilled dream of being in an intelligence agency, then go back to your native country and join their intelligence service.

I am certain that my argument would not change CIA policy but, Why not ?

1. There is a shortage of intelligence officers who can blend with the local population in foreign countries.

2. With the amount of polygraph and other testing that CIA does while hiring, is it not sufficient to root out the intentions of a person.

Theres many many more reasons why not than why. First and foremost they have no allegiance to the USA. You dont give the closest guarded secrets of a nation to someone who could care less about that country. 2nd, double operatives. If they hired anyone it would be extremely easy to get mole after mole inside. 3rd if you have no ties to the country you work for it will be much easier to turn you into a mole or sell info to the highest bidder. Really I could go on all day, but at the end of the day you dont trust national security or put them in a position of safe guarding the highest level of classified information to people that have no tie to your country.

They do EXTENSIVE testing and it is almost always enough to find out if theres something you can be blackmailed for. Sit in a room for several hours talking about your sex life with a polygrapher and if you arent willing to tell everything youre done.

In that case your skills as an intelligence analyst aren't at a level useful for the CIA. Five minutes' worth of browsing this forum would have told anyone that expectation isn't reasonable.

OP,

Until you become a US citizen (and even then you will be at a disadvantage for higher level clearances) you have absolutely no chance of working for the CIA. Obviously the risk of employing someone who has no allegiance to the USA to work with national secrets far outweighs the benefit of having a larger pool of applicants, even ones that would have an easier time blending in in a foreign country. Best of luck to you, but it is pretty much impossible that without applying and being granted citizenship you will have anything to do with the CIA.

If you were part of a top secret organization, would you bring someone on whose allegiances were questionable?

I know not every US citizen can be relied on to be loyal to the flag, and plenty of foreign nationals might be willing to be loyal to whomever pays their salary, but more often than not, it is a risk not worth taking.

The Secret Entities undoubtedly employ lots of non-citizens. I know for a fact that someone from a semi-Communist country (back when Communism was the Bad Guy) was given access to an installation where one had to have, minimally, a Secret clearance. It took some hoops to jump through, but he was let in and accepted just fine (and now that I think of it - he wasn't even a Permanent Resident - that came later).

If there's a need to be filled and a non-citizen can fill that need - especially if that non-citizen has extra special skills - there will be and has been a way to get that non-citizen in.

Right but a secret clearance is nothing. Yes they do use non citizens for work, but they recruit those sources not take applications from them and they still would never be full fledged agents with access to the info

My response was only about working for a Secret Entity - not the type of work. I easily can see a translator working for a Secret Entity. Or a "news compiler". Or something similar. Not really doing secret work, just AT a Secret-required installation.

In the example I gave above, the guy was a top-rate programmer and, when he visited certain locations in the installation, had to be escorted. But at his normal on-site building he had free-roam.

Join the army. It only requires a visa. It's that easy. Well, you gotta complete your tour or get a general discharge.

An advantage you might have over an American by birth, is you have no record here of youthful (adult) indiscretions or previous convictions to haunt you. DoJ holds that against the born-American applicant for life. Don't know about the others. I think DoJ has the strictest criteria. So if you chew kat or burn a number, stop that before you begin the process.

To the OP,

Here are a few points to consider

1.CIA does hire non-US citizens, but only as assets/moles.

2.You are officially not considered a CIA officer, but your services are on a contractual or short term basis depending on the assignment.

3.An asset/mole is a person who either works or has access to government secrets of his/her country and who decides to betray his/her country by joining forces with CIA officers and thus shares the secret information.

4.The bottomline is, you either have to already be useful to them or become useful to them and then try to approach them. I am sure they would open their doors for you then.



Here is a good example:

Humam Khalil Abu-Mulal al-Balawi, was a CIA asset, atleast that's what they thought. They eagerly hired him when he said he had information about whereabouts of Dr.Ayman al-zawahiri who was at the time second in command only to osama bin laden. He killed seven of the CIA officers including the CIA Khost base chief Ms. Jennifer Matthews by blowing himself up inside the CIA base.

He turned out to be a double agent actually working for al-qaeda.

The point again is, you either have to already be useful to the CIA or become useful to them by gathering the secrets that they are looking for and then approach them. I am sure they would then talk.

You need to chill out my american friend. You americans are anyway incompetent to do anything. I think CIA needs to seriously consider outsourcing their clandestine operations and move their offices to a capable foreign country and let foreigners dictate to them what they should do.

I know the military offers citizenship after you serve a number of years, the navy does this with sailors from the Philippines etc. Probably your best shot and military experience especially exemplary will only help the odds.

OP, your problem is more fundamental than the fact that the CIA doesn't hire non-citizens except as moles/informants. You are in the U.S. on an F-1 visa. Except under extraordinary circumstances, you will not be able to convert that into a work permit. When your studies have concluded, you are expected to return to your home country. If you don't, the consequences will be most unpleasant, and you will most likely be banned from returning to the States.

To work in the U.S. (legally), you'll need to find an American company to sponsor you; one that is willing to complete the rather daunting paperwork that explains why they can't find a qualified American to do the job you have been offered. With such an offer in hand, you'll have to apply for a work permit at the U.S. embassy in your home country. If you are not judged to be a threat to the U.S., you'll be given a two year "temporary" permit, and you and your employer will have to renew it when it expires.

You should be able to able to apply for a "green card", permanent residency, while on the temporary permit, though your sponsor will need to be very supportive of your efforts, because you're de facto notifying them that you intend to leave their employ. Getting a green card can actually take many years, depending on your country of origin. Only so many green cards are issued per year (about 150,000 if I recall correctly), and they are effectively allocated on a per country basis. If you come from an "oversubscribed" country like India or Canada, the wait can be very, very long.

If you manage to obtain a green card, then after (I believe) five years, you'll be eligible to apply for and obtain citizenship. Only then could you fire off your resume for the ID badge wearing, parking permit holding types of jobs at Langley that will let you indulge your 007 fantasy. Truth be told, for most employees, working at the CIA is pretty much like working at the SBA, except the number of small businesses in the U.S. is not regarded as classified information.

One last point. Another poster suggested you join the military. Honorable Service in the Armed Forces does expedite an individual's application for citizenship. However, the U.S. military does not sponsor foreign nationals. You must be able to serve the term of your enlistment based on your status in the country. The short of it is, you must be a permanent resident in order to enlist in the Army, Navy, etc. -- there are some extradordinary exceptions to this, but if they were available to you, you'd most likely already know about them,. You will not be able to enlist on an F-1 visa (you're supposed to be a full-time student) or a temporary work permit (you are sort of "indentured" to your sponsor).

Your best bet, as was suggested earlier, is to go home and serve in the Intelligence community of your own country. I'm sure you would be quite an asset with your indepth knowledge of the U.S.A.

Is why do so many want to work for the CIA? Hollywood and the media has seriously fucked the mindset of these idiots who believe that some little hot chick being trained and is now some super soldier, who has been betrayed by the Agency. Too may Jason Bournes running around, or wannabe 007's thinking they will be fucking international pussy on a routine basis while taking down terror organizations, single-handedly. The truth is that Intelligence Collections and Analysis is rather mundane and a very tiring job, and as it was mentioned, your interest should solely be for the benefit of the USA.

My advice to you is to spend your raising a good and honest family. Find your service in another noble field, like nursing or teaching. This is a game most should not get involved in, you will be forever in debt to the job, and no matter what you do to change your profession, you will always be involved in it somehow.

What a jokester the OP is, thinking he could just walk up to the gates and get a yob! Word of advice, go back to Mogadishu or wherever, join the Intel service of your own country and then tell them that the USA is nothing to fuck with.....thats the best intel you will give them....and do it in 300-400 pages.

You can still work in the CIA even if you were not born in the United States. U have the same story as me, I want to work in the CIA but unfortunately I live in the UK.

You need to obtain a US green card to qualify as a permanent resident, this would then allow you to work for the CIA.

However, there is a problem, the CIA does not sponsor individuals to obtain a green card. This would mean you would have to get another job where the company will sponsor you for citizenship. Then after you have obtained citizenship through that company, you can leave your job and apply for the CIA.

This is how I hope to get around the barrier.

You will need to work with a contractor to obtain visas and then relevant employment. They may or may not be interested in working with you due to potential issues with the necessary security clearances. Still, there is always demand for native-level Farsi speakers.

Why presume Citizens of other Countries are hostile to US interests? Without US investment my country could be an economic basketcase. Many Citizens of other Countries have family and historic links to the US. They have local knowledge and skills which are useful to US interests and can blend in with much greater ease than most US Citizens. Their political outlook and cultural history is strongly aligned with the US. Personally I can think of no conflict of loyalty with my home Country.
