Weird House Construction - Herndon

Has anyone seen the house in Herndon off Van Buren (near the intersection with Alabama) that has been under construction forever? It has a very odd construction utilizing large foam looking blocks stacked on top like cinder blocks. I went past it again today and they're now putting a brick facade over top of the blocks.

Anybody know what's up with that place?

It's insulating concrete form construction, highly energy efficient.
