I don't believe that notice to be genuine. VCU houses 5,000 students in campus facilities, with 41% of them being male. Meaning that about 2,050 males live in student housing across 12 different buildings. If 1/3 of them jack off in the shower each day, that is only 683, spread across 12 buildings and many shower facilities.
