Two days ago, Sully Station, a Cox guy came around to the boxes on the street and disconnected a bunch of houses. All channels (and, of course, internet and, if they had it, phone) were disconnected. The symptom was no signal but still the screen-bottom "info" summary with TV. He said there were signal problems being noted "back at HQ" so he was adjusting things for the strteet. After he finished all was restored.
[though my Cox connectivity seemed just fine until he opened the box and started his work, he none-the-less replaced one of my cables internal to my house after I walked outside and mentioned the outage. This could have been for any number of reasons (he had a cable tester with him, of course, so could have externally checked my internal house wiring and noticed something); or maybe he just wanted to make me feel better. Or something]
