is it ok for a couple to pull a u-turn across four lanes of traffic (including tow oncoming) to pull someone over? and is there any discrepency between your actual speed and reported speed when caught by a moving cop (aka a cop driving in the opposite direction)

To clarify, you are asking if it is ok for the police to make a u-turn to pull over someone?
The short answer is, yes.

Your second question, is if there is a discrepancy between actual and reported speeds by a patrolman who was moving when they verified your speed, right?

If so, and the speed was captured by radar in the opposite direction, then again the answer is your speed can be verified while moving and in the opposite direction.

Laser is not used while moving and you can't pace an oncoming vehicle, only estimate (read: guess) the speed.

no hurry just unlucky its like how all the parkway cope are...all they ever do is jump over medians or flip bitches into oncoming traffic

Visual estimate followed by verification by radar is probably why the u-turn was executed.

Visual, if good, can be within +/- 3mph of reality. The radar is to use in court.

Radar can be either stationary or moving. It can be handheld or mounted.
