Looks like stake-outs are paying off for FFX PD-

FAIRFAX, Va. -- Police in Falls Church arrested a man on Wednesday night that they said could be responsible for 12 attacks on women in northern Virginia.

Police said they had the man under surveillance Wednesday night because he fit the description of the attacker in several sexual assault cases. Police said the man was also acting suspiciously and watching several women in the area.

Not to split hairs, but it appeared from the news story that the Falls Church PD was responsible for the arrest. I would agree, however, that FCPD offered additional manpower and intelligence to support this.

I could see why you would split hairs here, but the NBC article is a bit misleading. Legally speaking, I believe the arrest simply meant that Falls Church was in physical custody of the suspect. I have read other accounts where Fairfax actually detained the suspect. Here is an example of one:

"Late last night, the News-Press was contacted by Falls Church City Hall with the report of an arrest made by Falls Church Police on Hillwood Avenue that could be linked to at least 11 other assaults on women in the Northern Virginia region since last August.

At about 7:25 p.m., a man under surveillance by Fairfax Police approached a lone woman from behind who was walking on Hillwood and assaulted her.
The Fairfax Police detained him and contacted Falls Church Police, since the incident took place in the City. City police arrested the suspect for abduction with the intent to defile and sexual battery. No identity or description of the suspect was immediately provided."

If you watch the video on the link to NBC4 the reporter says FFX PD had him under surveillance, looks like they were using an undercover FFX pickup truck.

The man then attacked on a woman, FFX undercover PD rushed in and detained him, they alerted Falls Church PD, Falls Church PD arrived and made the arrest because it was in Falls Church.

ARLINGTON, Va. - Appearing in court by closed circuit TV, a suspect in an attack on a woman in Falls Church told a judge he didn't understand why he had been charged with abduction.

"All I did was tackle her," David Foltz, 40, told the judge.

Fairfax County Police had Foltz under surveillance in the 600 block of Hillwood Avenue in Falls Church when the woman was attacked. The attack occurred around 7:25 p.m. Wednesday.

The woman was not seriously injured. Fairfax County officers detained Foltz until Falls Church officers arrived and arrested him.

"The victim sustained minor scratches, but no injuries that required medical attention," says Falls Church spokeswoman Nicole.

Foltz is charged with abduction with the intent to defile and sexual battery.

"It's too early to tell whether this arrest is connected to prior incidents in which a masked suspect abducted and assaulted female victims," Gobbo says.

Area police are investigating at least 11 cases where a masked man abducted and assaulted 11 women in Fairfax County, Alexandria and Falls Church.

Foltz has not been charged with any of the other attacks. Fairfax County Police say they don't want to rule out the possibility another man might be involved.

In another incident earlier this week, a 29-year-old woman talking on her cell phone was grabbed and assaulted as she walked along Lee Highway near George Mason Road in the Falls Church area. She was not hurt, but was touched inappropriately.

It doesn't matter who arrested him! It's all good! By the way part of Falls Church is in fairfax county and patrolled by FCPD, then again who cares.

This guy David Foltz shows up on thesex offender database. He was arrested for rape in 1990.

Good catch. It looks like the attacks near Alexandria occur not far from his place of work and the ones in FC are near his home. I bet FCPD had him under watch because of his history and not because of specific tips.
