Nope. That offense carries 3 points but speeding would have carried 4.

What did the Judge say?

I got a ticket and went to court over it. The Judge and I agreed that if I paid the fine he would dismiss the points. I paid the fine and the ticket never showed on my DMV record.

Of course that was back in college. The Judge said, "You seem like an honest guy with a clean record and I made a mistake or two in college myself. I know how college kids don't have a lot of money. What would you rather do pay the fine or get the points?" LOL

I have only been to Fairfax Country traffic court once. The judge in his open diatribe, said He has nothing to do with points.. Don't ask him to reduce the points, that is the DMV and he has nothing to do with it.

Was he joshing me?

dmv assesses points not the court, so the judge can't do anything about dmv's points, but he can change the charge to another violation like in this case so it carries less points or no points at all if it is not a moving vio).
