Sheriff blocking road franklin farms and parkway

I noticed a Sheriff blocking the road across the Parkway (7100) from Franklin Farms. Anyone know why?
On a site note, an idiot soccer mom in an SUV did a full speed back up straight into traffic instead of waiting for the light to turn green and merging back into the main lane. I thought the look on the Sheriff's face was priceless when he was staring at her being an idiot like that. I'm surprised nobody rear ended her.

They're doing construction work on the road so the Sheriff's department is blocking off the parkway today while they work.

Is this not a duplication of services? Where is the Fairfax County Police Department? Did Sheriff Barry allow that deputy to act like a police officer and do traffic control?

I want to block the road. The Sheriff can't block the road. That's my job. I also hate it when the sheriff is ahead of me in the donut line.
