How About Midgetville Day!

If I want to introduce a request for a local "Midgetville Day" commemorating the lore, legend, and/or reality that was Midgetville. I'm thinking we have a midget bowling tournament as part of the festivities. So, my question would be what city council do I need to address?

Nope, outside of city limits - therefore Fairfax County.
