What was going on with 28North?

What in the world was going on with 28 Northbound (between Route 50, going north towards the Toll Road) Tuesday afternoon around 6pm? It is NEVER that backed up!

There was some kind of cockup on Waxpool Rd. that backed up Ashburn-bound 28 traffic at least as far as 606 when I went thru southbound - don't know if it reached as far as you saw it.
