My apartment is always 30 degrees hotter

I have been living in a studio for about a year and a half. In the winter time my apartment was very hot. So when summertime came, i could'nt even stay here because when ever i am home the fan runs 24 hours a day and i have to take all my close off to keep from overheating, i mean dripping with sweat. Then i find out that this was a one bedroom, and they had put a wall between my kitchen and the back bedroom.So there is no cross ventilation going through the building. Is there any building codes that states such facts. AND IF THERE IS, ISN'T IT ILLEGAL FOR THEM TO DO THAT AND RENT IT OUT.

You may have the ability to justify the installation of a window AC unit if you show them the 55-248.13. section of the Virginia Residential Landlord and Tenant Act (link below).

Section 55-248.13 Landlord to maintain fit premises.
4. Maintain in good and safe working order and condition all electrical, plumbing, sanitary, heating, ventilating, air-conditioning and other facilities and appliances, including elevators, supplied or required to be supplied by him;

The one obstacle you may have is with number 7 of that section which infers that AC may or may not be a requirement because it states "if provided".

7. Supply running water and reasonable amounts of hot water at all times and reasonable air conditioning, if provided, and heat in season except where the dwelling unit is so constructed that heat, air conditioning or hat water is generated by an installation within the exclusive control of the tenant or supplied by a direct public utility connection.

You could also call the VA Fair Housing Office, but I'm not sure if they answer to AC type of questions:

I would definitely investigate if the modifications they did meet building codes. If they don't, then that's a completely independent issue from the VRLTA and you could definitely pursue it.

Would anything stop him from buying a window unit himself and setting it up? I was in HHGreg looking to see what they sold the other day and they had a few window units for under a hundred bucks.

no ac must be provided unless stated in the lease. heat must but no a/c. i think the average temp for the year must be over 70 degrees or something before a/c is mandatory.

Do you just want to get out of your lease?

I'm sure there are ways of doing that. Calling the zoning enforcement agency of your county (like Fairfax) may be one option.
