Maryland man indicted for Springfield home invasion robbery
Incident resulted in the death of three men

A Maryland man has been indicted by a federal grand jury for his role in a Springfield home invasion robbery that resulted in the stabbing deaths of three men in 2008.

Delante T. Cook, 34, of Prince George's County, Md., was indicted Wednesday by a federal grand jury for his role in the home invasion robbery on Nov. 19, 2008. He has not been charged in the homicides.

According to the indictment, Cook, alleged co-conspirator Jelani Slay and other unknown co-conspirators targeted the residence of Springfield brothers Ryan and Terence Strope for a home invasion robbery because they thought the two men were marijuana traffickers and possessed a large amount of cash and marijuana in the home.

Slay was later killed by an off-duty Metropolitan Police officer in March 2009, while allegedly attempting to rob the officer, according to the United States Attorney's Office of the Eastern District of Virginia.

"Mr. Cook is accused of participating in a meticulously planned robbery that ended with the brutal stabbing deaths of three men in Springfield," said U.S. Attorney Neil MacBride. "After surveilling their intended victims for days, Mr. Cook and others allegedly armed themselves with weapons, disguised themselves as police officers, robbed their victims in their home, and then viciously stabbed all three to death. The Fairfax County Police Department did a terrific job in following leads, connecting the dots, and cracking this case."

According to court records, on Nov. 17 and 18, 2008, Cook and his alleged conspirators are accused of driving to Springfield to conduct physical surveillance of the Strope residence and plan the robbery. According to the indictment, the conspirators are accused of dressing as law enforcement, arming themselves with weapons, including knives, and entering the Strope residence on Nov. 19 to carry out the home invasion robbery. Ryan Strope, Terence Strope, and another man, Andres Yelicie, were killed during the course of the robbery.

Fairfax County police were called to the 5400 block of Moultrie Road in the Ravensworth community around 9:45 p.m. that night after receiving a report about an injured man. Officers found Yelicie outside and determined there were other injured victims in a home across the street.

They entered that home and found Terence and Ryan Strope. All three men had been stabbed and were taken to Inova Fairfax Hospital, where they died a short time later. Before dying, Yelicie described the perpetrators as males, wearing black clothing with the words "Police" and "SWAT" displayed, according to police. No suspect has been charged in the killings.

In September 2009, a Michigan man who pleaded guilty to a nonrelated murder there told a Michigan prosecutor he "had information concerning the Virginia multiple homicides," but never was charged with them.

Lorenc Babu, then 24, pleaded guilty to the premeditated murder of 30-year-old Rebekah Seely in a Detroit suburb.

"It turns out that when Babu was picked up by the U.S. Marshal's office in New York, he was in possession of Terence Strope's cell phone," William L. Cataldo, with the Macomb County, Mich., prosecutor's office, said.

"But we never received that phone as part of his possessions from the U.S. Marshal's office after he was arrested. ... In our county, when we have a high-profile homicide and we believe the individual has left the state, we automatically contact [federal authorities] for their assistance. I just assumed that [Fairfax County police] did the same thing, but there seems to have been some issue that [the U.S. Marshal's office] was never notified of Mr. Babu's possession of Mr. Strope's phone."

Babu currently is carrying out his sentence in Michigan and has not been charged in the Springfield deaths.

On Monday, Cook was charged with two counts of conspiracy and an attempt to commit a Hobbs Act robbery, for his alleged involvement in the home invasion.

The act prohibits actual or attempted robbery or extortion affecting interstate commerce.

Each count carries a maximum penalty of 20 years in prison.

According to Peter Carr of the U.S. Attorney's office, Cook has not yet been appointed an attorney. His next court appearance is scheduled for at 2 p.m. today.
