This wasn't a meeting, it was a "facilitation" with Dale serving in the capacity of "facilitator". I suppose it would have been a real insult if they'd hired one of the numerous "consultants" who charge $5000 or so to "facilitate" the discussion.
This is actually rather common in Education, and so in Education Administration. The facilitator elicits "concerns" and issues from the panel, the scribe writes them all down (brainstorming is considered good in these things); then they iterate through the process multiple times, winnowing out duplications, re-phrasings, and the like. Eventually, after a number of passes, the group arrives at a sufficiently "vetted" list that they can then move on to produce a policy paper, a set of directives, a mission statement, whatever.
My colleagues and I tend to mock this whole approach (we're STEM folks, after all); but truth be told, it can be a very effective means of uncovering facts, insights, and actions that need to be taken. The one small wrinkle to this, though, is that the panel is supposed to be a panel of experts, knowledgeable of the research in the field under consideration. These are politicians with in most cases, no formal experience in education at all. True, the administrative staff should be filling in those gaps, but how objective could they be when they are far removed from the classroom and warmly ensconced in Gateway.
What they should have done is brought in legal, education, and mental heath experts to brainstorm over the effectiveness of FCPS discipline, and then present that study to the Board. They should also do a "best practices" study of similar systems throughout North America, and hire an independent polling company to capture the wishes of their constituency, the voters and taxpayers of Fairfax County -- the Board of Supervisors should pay for these things directly out of school system earmarked funds.
Whether you've got kids in the system, or just own a home or business here, the reputation of FCPS is the number one selling point for this county. It impacts our kids' futures, it influences our housing market. No one moves here for the mountain vistas, or the stunning sunsets over the bay, or the thrill of living in the most cosmopolitan city in the world. They move here for jobs and the schools, and those two are intertwined. Montgomery County MD was the larger of the two for many, many years, with a higher performing school system. When Fairfax began to outperform Montgomery, their respective statuses flipped. The current FCPS and School Board seem hellbent to see everyone move to Darnestown.
Personally, I'm dismayed that not a single member objected to the proceedings. The complete lack of varying perspective is exactly what's wrong with this board. Leadership by cookie cutter. What a sham!
