Building/factory near route 1

Anyone know what the building name and what it's used for is near route 1 and the highway just befor the willson bridge.

you are probably referring to the wastewater treatment plant... Alexandria Sanitation Authority.

Umm, possibly wastewater treatment, maybe for the City of Alexandria?
