9075+ people ticketed with "PASSING ON RIGHT" - what is it?

while searching the Arrest/Tieckt Search section, I noticed that
more than 9075 people were ticketed with "PASSING ON RIGHT"
(enter "PASSEING ON RIGHT" in the "offense" search box)

What exactly does that charge me?

This law is a good one. I have seen the results of foolish drivers attempting to pass on the shoulder, on the right. One result was the death of a child. The other was major auto damage and injuries.

Unfortunately, many Fairfax County roads have the feature whereby the road narrows to one lane from two because the contractor only had to make the road improvement next to his development. And more misfortune for the impatient driver passing on the shoulder...

Some states even prohibit passing on the right on double lane divided highways.

I remember seeing somebody in a jeep coming down the shoulder on some highway (left side)... we were all dead-stopped.. so a van somewhat infront of me pulled out onto the shoulder, and the jeep which was going like 25 or 30 had to swerve to his left into the grass (which also happened to be a hill leading into woods)...

nobody was hit/hurt.. but i just remember that.. never figured out of the van was stopping the guy, or pulling out legitimately (to piss?)..

I pass on the right all of the time on 28 since the folks driving in the left hand lane are only going 45mph!

even if the person in the left lane is going slower than the speed limit...

Passing is prohibited:

o on hills, curves, at intersections or
railroad crossings, except on roads
with two or more lanes of traffic
moving in the same direction;

o off the pavement or shoulder of
the road;

o when a school bus is stopped to
load or unload passengers on a
public road (unless a physical
barrier or unpaved median separates
traffic going in either direction)
or on a private road; and,

o whenever a solid line marks the left
side of your lane.

Often mornings on I-66 I have wondered about the choice I need to make... usually there is an old person driving in the second-from-left lane during HOV hours outside the beltway, or a tractor-trailer dumbass who doesn't realize that the lane they are in IS the left-hand lane for most drivers on the road at the time.

So what to do? I knew that passing them in the HOV lane would be illegal (duh) but was also unclear on what passing on the right really meant. After looking into it now, it appears it is perfectly legal to pass the slowpokes on the right in this case. Four or five lanes in each direction definitely covers two in each direction as a minimum.

What people don't realize is that when a road is one lane each way and someone is slowing or stopping to turn left, you cannot pass on the right even if there is plenty of room without going on the shoulder of the road. I see people doing this all the time and police can ticket for this.

Why Gravis, with your programing skills your surely could have been more original than alluding to a Monopoly game. Your fecundity in 2,774 postings is frequently cynical and humorous (once in awhile). Unsafe passing on the right and unlawful passing on the shoulder is very dangerous and is not a joking matter.
