what happens is the ice on the ground either melts due to air temps, or it melts from warmer rain (>32F)
that should happen around 7 or 8am.

Probably a 2 hour delay.
We are going to get a dusting to at inch (at most) of snow, followed by sleet and up to .01" freezing rain. It's not going to turn to rain until around 6am west of I-95.

They're expecting it to stay icy until at least Noon on Tuesday. If it doesn't turn over to rain before sunrise, then we'll definitely have a two hour delay. I doubt they'll announce the delay until at least 0430, though (The assholes that they are). There is a decent chance for a cancellation, but it all depends upon how long it stays below freezing. The ground is cold enough as is, that anything falling will immediately stick. Just note that Western Ffx. will still be icy even when Southeastern Ffx. is turning over to all rain.

With the ice on the ground/ over the top of sleet, it will make it difficult for people walk on the sidewalks.
The last thing that Dale wants is to have to pay for all of the injuries due to employees slipping as they inspect the school bus(es) in the early morning.
The school system will err on the side of being safe. Plus, the buildings haven't had the heat on over the weekend. There is a substantial savings if the schools are shut down instead of delayed opening.

Prince William County Public Schools- Closed - Code Red for Employees (Tuesday)
Fairfax will most likely follow Prince William and close tomorrow. The changeover to rain will not occur until 9am. Busses would be picking students up shortly after 8am if there was a 2 hour delay, so FCPS is going to have to close.

I was basically skating up my driveway to get the paper, and the paperboy nearly got his SUV stuck in front of my house (I wouldn't have faulted the paper delivery for being late, if he had chosen to do so). You couldn't pay me enough to drive on solid ice, it's just asking for it. It doesn't matter how good of a driver you are, or how many wheels you have delivering power to the ground.
Tonight I used my Yaktrax Pros while out walking, and I could run across the ice with those suckers.

The Prince Wm. County school system has already announced a 1-hour delayed opening for Wednesday (Jan 19th). Fog and roads freezing over during the night were given as the reasons for the delay on Wednesday.
