You're right, there's no way you can be inkahootz. It's perfectly reasonable to believe that there's more than one person who:

Sounds like another regularly protected homeless person that attends the regions homeless shelters that protect these drunken criminals thru "POLICY", while throwin' out the sober homeless.
"D.I.P." IS A CRIME! She must be a regular attendee at the Lamb Center (search FXunderground "the lamb center') or the Embry Rucker in Reston, Bailey's X-Roads or ASPAN in Arlington and DC / MD. shelters.
These places have very high 'protective' policies for drunks and drugees and criminals going into them for help to the point where it IS AIDING AND ABBEDDING THEM WHILE THEY CONTINUE TO COMMITT MORE CRIMES right there at the Shelters!
Something needs to be done, years ago, while they cause major problems and disruptions in the lives of the more respectable and innocent homeless ones actually trying to do something about getting themselves 'on-their-feet' and out of there, not drinking alcohol or doing drugs and/or other crimes. The most common crimes are threatening to and assaulting people.
I've been there. Seen this happening time and time again. It's WRONG. Good people getting literally thrown out after they are repetatively ignorantly treated and even victimized by the drunks and drug doing criminals going there, not to mention the ILLEGAL IMMIGRANTS pretty much doing the same thing, with their "entitlement" attitudes and ongoing criminal underground activities.
It's "upside down - Topsie Tervi" BULL as any halfway intelligent, sane person would see it. Reward the CRIMINALLY IGNORANT and PUNISH THE INNOCENT?
And don't forget the 'back door' Hypothermia operations during the cold months out of these places, most thru the Churches in the area(s) Wonderful ILLEGAL UNDERGROUND TRAFFICKING OF ILLEGALS and ILLEGAL IMMIGRANTS going on at these places as well, with the same rotten backwards policies UNWAVERINGLY punishing the innocents needing just as desparartely, the services there at these places.

I was impressed by a couple calls that came over the police scanner today. The first mentioned what appeared to be a motionless homeless person laying in a field (or someplace - I forget) and asking a (police) car to go check him out. Within a very short time (like 15 seconds) another officer came on and said "That guy has been doing that every day for the last N weeks; leave him alone" or something actually equivalent to that.
I thought the 2nd officer was doing EXACTLY the right thing - "just let him be; he's just surviving".
Very impressed at the humanity.

Within a very short time (like 15 seconds) another officer came on and said "That guy has been doing that every day for the last N weeks; leave him alone" or something actually equivalent to that.
I thought the 2nd officer was doing EXACTLY the right thing - "just let him be; he's just surviving".
Very impressed at the humanity.
