Fairfax County Police Van Great Falls

Whilst driving through Great Falls this afternoon, I came upon, at around 5:00 pm, a police van and car spread out across the road, was this a sobriety checkpoint?

Since when are there sobriety checkpoints at 5pm?

And since when are FCPD sobriety checkpoints conducted by just a van and a cruiser?
