Why is it that Minivans and SUVs can have...[window tint]

Why is it that Minivans and SUVs can have blacked out back and rear windows(90% of those soccer mom vehicles are tinted darker than the legal limit in VA). but when you tint your car, you get a ticket? A lot of people transport children in cars too...

Because it is legal. If anything the makers of the SUVs would get in trouble not the drivers.

it is my understanding that you windscreen, and side glass can not be dark. The rest of your windows can as long as you have 2 side mirrors.
