Rt. 28 not very smooth after new paving?

This is in regards to the portion of 28 that starts at the Udvar Hazy Air & Space Museum exit and continues down to Herndon near Frying Pan Rd. Its newly paved but I swear when I drive over it, it feels rough, i can feel it in the car and here it in the tires. Its not as smooth as the newly paved portions near the 28/29 intersection and other portions. This also applies to the new paved portions near willard...it all feels rough...worse when it wasn't paved...

Am I crazy?
