So i kinda look like this other guy, and he's 21. Do you think if I borrowed his ID...
I guess my question is... how often do they actaully look at the picture on the card / at your face rather than the birthdate?

If you're trying to get into a bar or club somewhere it's probably not going to work. They're trained to be very careful about ID's.
Maybe at a grocery store or something it might work to buy beer but the Fairfax County police run a very effective youth alcohol "sting" operation that has many cashiers and businesses being very strict and careful.

And if you get caught by the Police, you are screwed. Assuming the identity of another is a Class 1 Misdemeanor. Maximum penalty is 12 months in jail and/or $2500 fine.

also i think virginia is a state that suspends and/or delays you getting a normal drivers license if you are caught with a fake id.

The only thing thats going to be getting dropped are your pants in the county lock up. There will be plenty of opportunity's for that in 12 months. If you are lucky you will only serve 6 months. So there might be a little less dropping but still plenty of dropping.
