FAIRFAX COUNTY, Va. -- Police have arrested a man in connection with numerous sex offense cases that date back to 2006 and took place throughout Fairfax County.

Edwin Guzman-Martinez, 28, was arrested Thursday on charges of exposing himself and explicitly simulating acts of masturbation in a public place.

Police said Guzman-Martinez has also been charged in seven other cases. He faces charges of simple assault, sexual battery and assault and simulating masturbation

The cases and charges are listed below:
Oct. 25, 2006 - 9400 block of Lee Highway
Jan. 23, 2007 - Sweet Mint Drive/Sugar Lane
March 27, 2007 - 3300 block of Willow Crescent Drive
May 14, 2007 - 9700 block of Kings Crown Court
May 30, 2007 - 10200 block of Valentino Drive
June 1, 2007 - Bushman Drive/Ebenshire Court
July 27, 2007 - 9500 block of Blake Lane

Police said that on Tuesday, Guzman-Martinez was arrested again at his home in Vienna accused of the same type of behavior.

Guzman-Martinez is being held at the Fairfax County Adult Detention Center.

Damn this guy is the pride and joy of Fairfax County. Somebody posted his driving record in another thread. He been arrested about three times for no license and various other charges.

Our Taxes pay for a lot of things. WHat's your point? Im gonna simulate in private that I care. hope I dont get arrested for it.

It's never a shocker when I see somebody arrested on the FCPD site, run a search, and find a long rap sheet of offenses like that. I'm sure he'll have a lot more to add in the future. IMO he's probably been convicted in other counties/cities as well. A real winner.

§ 18.2-387.1. Obscene sexual display; penalty.

Any person who, while in any public place where others are present, intending that he be seen by others, intentionally and obscenely as defined in § 18.2-372, engages in actual or explicitly simulated acts of masturbation, is guilty of a Class 1 misdemeanor.

(3) "Sexual conduct" means actual or explicitly simulated acts of masturbation, homosexuality, sexual intercourse, or physical contact in an act of apparent sexual stimulation or gratification with a person's clothed or unclothed genitals, pubic area, buttocks or, if such be female, breast.

My guess is, it means he was rubbing his crotch.

So what If I see Someone I dont like and MOON them? Does that mean I get arrested?

that might be simulating homosexuality... and youd be guilty of a class 1 misdemeanor :)

I would suggest if you really want to moon someone, do it across the river in Maryland. To be on the safe side, I would or meet them there otherwise you may be guilty of violation of the Mann White Slavery Act.

Mooning Deemed 'Disgusting' but No Crime in Md.

Acquitting a Germantown man who exposed his buttocks during an argument with a neighbor, a Montgomery County Circuit Court judge ruled yesterday that mooning, while distasteful, is not illegal in Maryland.

"If exposure of half of the buttock constituted indecent exposure, any woman wearing a thong at the beach at Ocean City would be guilty," Judge John W. Debelius III said after the bench trial, reversing the ruling of a District Court judge.




Debelius made clear his disdain for the defendant, calling the alleged act "disgusting" and "demeaning." The outcome could have been different, he suggested, if the man had been on trial for "being a jerk."

The case arose from a June 7 argument between the defendant, Raymond Hugh McNealy, 44, and a neighbor, Nanette Vonfeldt. Vonfeldt pressed charges against McNealy after he allegedly yelled and, according to Vonfeldt, threatened to "blow up my building" as she and her 8-year-old daughter walked out of their apartment, in the 20200 block of Shipley Terrace in Germantown.

"Then, for whatever reason, in full view of my daughter, he mooned us," Vonfeldt wrote in a court document. The two had a long-standing feud over issues before their homeowners association, which held a heated meeting the night before, McNealy's attorneys said. McNealy wanted Vonfeldt off the association's board, his attorneys said.

The case went to trial Sept. 12 before Montgomery District Court Judge Eugene Wolfe, who ruled against the defendant. Indecent exposure in Maryland is punishable by as much as three years in prison and a $1,000 fine.

McNealy's attorneys appealed the verdict, arguing that indecent exposure in Maryland constitutes the willful public display of a person's "private parts" -- which, they argued, do not include a person's buttocks.

Senior Assistant State's Attorney Dan Barnett said the indecent exposure law in Maryland is ambiguous.

"In our minds, this was not a bathing suit scenario," said Barnett, who supervises Montgomery County prosecutors who handle cases in District Court. "This was a grown man exposing himself to an 8-year-old girl."

Defense attorneys cited a 1983 case of a woman who was arrested after protesting in front of the U.S. Supreme Court wearing nothing but a cardboard sign that covered the front of her body. The D.C. Court of Appeals ruled in 1986 that indecent exposure is limited to a person's genitals.

James Maxwell, one of McNealy's attorneys, said yesterday's ruling should "bring comfort to all beachgoers and plumbers" in the state.

What type of punishment is he looking at for all the charges? Any time??

Is he a legal resident of the United States of America? Are the Fairfax police officers allowed to ascertain this information? If not, should they? How many Hispanic people living in Fairfax County are incarcerated in the county jail each month? How much money does it cost to process and house the average person arrested and jailed in the county? Yes, I'm trolling for information to make an informed voting decision this fall.

A friend of mine told me when he was in ADC that he was talking to an illegal immigrant who refused to give his information, so they just keep him there. The funny part is they can't keep him their forever because they have no info on him, so sooner or later the beaner is going to be released back into the wild to continue to drain the economy.

there is a law that you must present a personal identification to a police officer if they request to see it. one could argue that the person didnt have any which i believe would be fair cause to check the person's immigration status.

The thing is, the guy didn't have anything on him. Absolutely nothing. He was apprehended in a vehicle to, so how they didn't get any info from that I have no idea. Maybe it was stolen but who knows how the beaners be getting the cars illegally anything if they don't steal them. See this illegal spic thought it was a great idea to just refuse to tell them anything, they keep him in there. But sooner or later they have to release him because they have nothing on him. They should just dump him in the river with the rest of the MS-13 bodies.
