'Slow Down' Signs on Burke Center Parkway

I rarely drive further east than Roberts, so these may not be new, but has anyone noticed the 'Slow Down - We Live Here' signs on BCP? There are 50+ in the median from Roberts to Coffer Woods along with an FCPD message board reminding drivers that the speed limit is 40MPH. These are apparently sponsored by a group called Burke Walks and the Burke Center Conservancy logo is on the signs, but their office denies any responsibility.
I appreciate the sentiment and concern these group has, but my understanding is that signs in a public (VDOT) right-of-way are illegal even though politicians and business offering test preparation, dog walking and cheap real estate do this all the time. If I am correct in this I was hoping that someone could provide a reference to the appropriate Virginia statute.
If speeding is an issue on BCP, then this group should speak John Cook and the FCPD to increase enforcement. However, I find this to be offensive and a small step escalating into the type of issue we saw recently in Burke which resulted in somone getting killed.
