Prince William County Earthen Ramp with Electrics

OFF TOPIC...
Very curious . There is an fenced off Earthen Ramp at the corner of Gordon Blvd and Richmond Highway with two electrical boxes.
Does anyone know what it is for ? The ramp leads nowhere...
I checked it with Google Earth and there are no tags on it.
