Remembering the Rapist Cop

Does anyone remember the Fairfax County rapist cop who did his deeds around 1995-1999?
This guy stalked women at bars and then gave them the option of going in for DUI or having sex with him. He raped dozens of women, and no doubt that the ones who refused sex had their complaints ignored. This guy was the hero cop who won all kinds of awards for his high numbers of arrests, of women of course.
Finally, he was punished harshly according to the papers. He was "dressed down" by a female judge who told him that he "made black men look bad." This sounds racist at first until you realize that the woman was also black, and his race had been suppressed by the media up to that time. No prison time, but boy she got him good by dressing him down.
I was just thinking of this in the context of the election between former chairman of the board of supervisors Gerald Connolly and Keith Fimian. Connolly is above the law, because a judge let him off after a gross case of hit and run.
Anyway, was just interested in the hero cop to see if anyone remembered.
