Some Silver Diners are open pretty late.

Amphora has two all-nite restaurants (the main one is in Vienna).

In Arlington there's Mario's pizza/subs, 24 hours now.

Also in Arlington is Bob & Edith's Diner.

McDonalds

Sheetz in Manassas

Yechon in Annandale - 24hr Korean food
Not in Fairfax, but Palace Kabob in Crystal City - 24 hour kabobs. well worth the drive

After I go out drinking,I'm always up for punishing some late night goodies while completley inihibriated...I prefer to swerve into the Macdonalds and order one of everything....any late night diner works for me though, I'll be as rude as possible to the poor schlep on the night shift....let them know I like my 5 egg omlette with extra peppers......this way when I hot box my ride on the way home the bar, it covers up the booze stench....

I DEFINITELY recommend Amphora's in Vienna. Not only is it 24 hours, but it also has a HUGE menu and wide variety of good quality food.

There is a second Amphora in Herndon..has a diner feel to it
