Thank you for admitting you are stupid. Admitting it is the first step to getting better. The next thing you need to do is to stop relying on people like Arthur Purves of the Fairfax Taxpayer Alliance and start learning the nuts and bolts of how things work before leaping to any conclusions.
Virginia Code section 58.1-3321 only applies to real property taxes. That is what a Republican controlled Virginia House of Delegates decided back in 2007. When it comes to car taxes last year's rate is this year's rate, regardless of what happens to the values of vehicles, unless the locality affirmatively says otherwise. If a county lowers its actual rate, or if it lowers its effective rate by lowering the value that the tax is assessed on as Fairfax has done, then it is a rate cut. If your car was worth the same or less than it was last year, as many cars were, then your taxes would have gone down. If your car increased in value by less than 15% your tax would have gone down.
