Thought everyone would find this interesting...

Some of the new laws that take effect July 1:

CRIME

-The premeditated killing of a witness or a judge in a criminal case is punishable by death. The bill was enacted as a curb against violent defendants, particularly gang leaders.

-Taking an electronic tracking collar off a dog becomes a misdemeanor. ($2,500 fine, year in jail or both.) Hunting enthusiasts sought the law to prevent interference with hunting dogs.

-Recruiting or encouraging people to engage in terrorist acts is a felony. (2 to 10 years in prison, up to $100,000 fine or both.)

-Creating and circulating spyware over the Internet and receiving data it steals from unwitting computer users is a felony. (1 to 5 years in prison, up to $2,500 fine or both.)

-Depriving a companion animal of food or water is a felony if committed within five years of a prior animal cruelty violation. (1 to 5 years in prison, up to $2,500 fine or both.)

-Threatening a commonwealth's attorney constitutes obstruction of justice, a felony. (1 to 10 years in prison, up to $2,500 fine or both.)

ROADS AND TRANSPORTATION

-The first major funding boost in 21 years for transportation takes effect, both statewide and in northern Virginia and Hampton Roads.

-New drivers licensees 17 and under are subject to being ticketed for talking on cell phones while driving.

-Hundreds of dollars - in some cases thousands - in "civil remedial fees," are allowed to be imposed for egregious and persistent dangerous drivers. Fees apply only to Virginia residents.

-Localities statewide can monitor intersections with robotic cameras that photograph people running stop lights. Violations are civil fines.

-Those convicted of driving under the influence have to provide proof of vehicle insurance before the Department of Motor Vehicles will reissue their drivers licenses.

-Smoking is prohibited within 20 feet of a gasoline pump where a car is fueling.

-The state is permitted to impose and collect tolls for use of any component of the interstate highway system.

-Photo monitoring of toll facilities is allowed to catch drivers who skip tolls.

-The cost of car registration is increased by $10 a year.

-The tax on diesel fuel is boosted by 1.5 cents per gallon, matching the 17.5 cents-per-gallon gasoline tax.

-Fees are increased on fees on heavy trucks, trailers and big rigs.

ELECTIONS AND CAMPAIGNS

-Surplus contributions collected by inaugural committees of newly elected officials must be either returned to their givers or donated to charity.

-Candidates for national office are discouraged from using Virginia to raise unlimited amounts of cash by a new requirement that at least half of what they raise be spent on campaigns for state office in Virginia.

-The law now requires immediate disclosure to the State Board of Elections by political action committees of "independent expenditures," usually television ads run by organizations not associated with a campaign.

HEALTH

-State colleges are directed to devise a policy for students, faculty and staff identify and help suicidal students. The measure was signed into law 11 days before a suicidal Virginia Tech student shot 32 people then killed himself on April 16.

-The Amber Alert program for missing children is expanded to take in all high school students, even if they are already 18.

-The State Board of Education is required to incorporate into family life education curriculum instruction on preventing dating violence.

-Those under age 15 will need parental consent to visit tanning salons.

MONEY & PROPERTY

-Promoters who advertise famous bands in concert then don't deliver them are subject to a $15,000 civil fine.

-Compels state and local governments that take private property through eminent domain to use it for public purposes, not private development.

SEX OFFENSES

-Allows for the seizure and forfeiture of any equipment involved with child pornography.

-Requires any public official added to the state's sex offender registry must forfeit his or her office.

-Forces registered sex offenders to disclose any e-mail addresses he will use.

-Requires nursing homes and assisted living facilities to inform residents how to access and use the sex offender registry on the state police Web site.

-Mandates that nursing homes register with the state police and receive automatic notification of any registered sex offender residing within the facility's ZIP code or any neighboring ZIP code.

-Prohibits anyone convicted of a sexually violent offense from entering the grounds of a school or child care center.

TAXES

-A state income tax deduction is created for organ donation expenses that are not reimbursed.

-Minimum individual state income tax filing thresholds are increased, effectively removing 140,000 low-income Virginians from the tax rolls.

-The amount of income the elderly and disabled can have and still qualify for real estate tax relief programs is increased.

-Sales tax exemption is created for energy-efficient products.

-Sales tax holiday is created for the purchase of hurricane preparedness items.

Just to skim over the new laws they all share one common thread. More money for the government. The already screw us on a daily basis and we get nothing in return. These pricks won't even cut the grass in the median strips anymore, they leave it to the county to do the job. No rebate or nothing just fuck you and the horse you rode in on.

I do like this idea,

"Sales tax holiday is created for the purchase of hurricane preparedness items"

that means to me beer, porn movies and chips.

I think the law regarding ticketing teens under 17 while on the cell phone is pretty lame, considering that adults can drive just as terribly on the road, when they are on their cell phones. I believe the real reason here is to justify the legal basis to pull young teeagers over, in order to find "other" questionable violations of the law, considering that teens are much less likely to know their rights, let alone object to a body, or vehicle, search.

I think this was another piece of legislation from delegate Dave Albo (the man who brought you the $3,000+ speeding ticket). My understanding is that it's to combat when someone promises the "Rolling Stones" in concert and the produces a band that has decided to call themselves "The Rolling Stones" (or maybe the "Roling Stones"), when say, they're made up only of former roadies of the RS.

I also wish they would have just banned the damn phones for everyone. I can always tell when I'm behind someone on the phone....they're driving like the drunks used to.

this is a worthless law. what is the point? btw, just to play devil's advocate, what would you do if you had a domain where you could make up a new email address any time you wanted, send them a truckloads of alphanumeric iterations?!

I hope they tackle the alcohol issue first. Where's the commission on that? No one talks about the 24 dead children or the 350 dead adults that Virginia's drunk drivers produced in 2006 http://www.dmv.state.va.us/webdoc/pdf/vacrashsummary_06.pdf. Just another year in Virginia. A little more than one a day.

Oh, but they are going to fine the DUI drivers more. That will stop them.

You know, people get too paranoid when they hear "sex offender". A lot of the time they're just people who flashed someone or jacked off in public. Or they could be a couple who got horny and decided to have a quickie in the park.

Gravis, are you aware that the NRA was helping the families close the legal loophole that let the kid get those guns... they can be proactive about getting MORE gun control in situations where the public is clearly more greatly endangered.

The NRA is all about responsible gun ownership and safety...that responsibility starts at the top.

This statement isn't true of all cases. The sex offender list was originally intended for that, but is now preventing people from getting a job because they mooned someone in college at a frat party or had a biological emergency in a park somewhere. It is highly abused by law enforcement (what isn't?) and needs reform.

Not if mooning someone or going to the bathroom in public is a registrable offense in the state where it occurred, or perhaps even a jurisdiction within Virginia (County or City) with harsher registration rules.
